Job Overview: The position of Coordinador en RRD is integral to the RESURGIR project, which aims to enhance community resilience and disaster risk management in the Ch'orti' territory. The role involves facilitating the achievement of project objectives and indicators, ensuring that communities are prepared for disasters through improved governance, reinforced risk management, and more resilient livelihoods. The project will transition from a community-focused approach to a systemic one, emphasizing municipal and departmental levels to influence systems and strengthen structures for better coordination and financing. The position requires strong coordination, articulation, and leadership skills to support CRS's mission of serving vulnerable populations effectively and aligning with best institutional practices. The project is funded by the Margaret A. Cargill Philanthropies, which focuses on preparing communities for disasters and enhancing their resilience.
Duties and Responsibilities:
Development Systemic: Act as the main liaison between CRS and governmental institutions, NGOs, and private initiatives. Strengthen the integration of disaster risk reduction (RRD) at municipal, departmental, and regional levels. Represent CRS at risk management events and support technical and operational initiatives related to the project. Coordinate with SE-CONRED and SEGEPLAN to improve municipal planning and its articulation with the National Public Investment System (SNIP). Promote RRD indicators in municipalities to strengthen institutional and technical capacities. Analyze and coordinate actions with CONRED and other relevant institutions to enhance COLREDES accreditation processes. Develop and implement a strategy for influencing municipal and departmental RRD topics.
Project Management and Technical Support: Support administrative, financial, logistical, and technical processes for efficient project execution in compliance with CRS policies. Ensure the functionality and programming of COLRED in the field, coordinating with the CONRED system. Develop influence plans for institutionalizing disaster risk management at the municipal level. Ensure that GAAP includes risk prevention in their economic activities. Promote the use of early warning tools in communities to help producers make informed decisions based on climate information.
Local Development and Community Ownership: Design participatory strategies to strengthen community ownership and sustainability of initiatives. Ensure that COLRED structures are functional and maintain their accreditation to address municipal demands.
Monitoring, Evaluation, Accountability, and Learning (MEAL): Ensure a culture of accountability and information sharing, coordinating with technical and MEAL teams to comply with policies and update information systems. Promote an information system for technical actions related to CONRED and other allied institutions. Contribute to adaptive management through data analysis and strategic recommendations. Ensure the preparation of quality periodic reports for CRS and donors.
Articulation of the CONRED System: Facilitate dialogue spaces with municipal, private, and community actors to strengthen the CONRED system and IMGIRD. Monitor co-investment strategies to support communities and municipalities in technical and administrative processes.
Innovation and Digitalization: Promote the digitalization of services to optimize administrative processes for municipalities and government institutions, enhancing information use and resource mobilization. Specific activities include monthly budget tracking, coordinating information system updates, reviewing donor reports, field accompaniment for CONRED activities, and developing risk management strategies in collaboration with municipalities and territorial actors.
Required Qualifications: A Bachelor's degree in Administration, Social Work, Sociology, International Development, Agronomy, or a related field is required. A minimum of 5 years of work experience in disaster risk management projects and local leadership support is essential. Knowledge of public administration, investment systems, and SNIP funds is desirable. Experience in inter-institutional relationships in development or emergency projects is required, along with experience working with public and private sector actors. Candidates should have experience representing organizations at trade fairs or similar events. Additional education may substitute for experience, and additional experience may substitute for education. Proficiency in MS Office (Excel, Word, PowerPoint, Visio) and experience with information management systems are necessary. A valid driver's license for a 4-wheel vehicle is required.
Educational Background: Candidates must possess a Bachelor's degree in relevant fields such as Administration, Social Work, Sociology, International Development, Agronomy, or related areas. Additional education may be considered in lieu of experience, and vice versa. Specialized training in public administration and investment systems is advantageous.
Experience: The position requires a minimum of 5 years of relevant work experience, particularly in disaster risk management and local leadership support. Experience in project management, inter-institutional collaboration, and community engagement is essential. Candidates should have a proven track record of working effectively with public and private sector stakeholders and representing organizations in various forums.
Languages: While proficiency in English is not mandatory, it is considered a plus. The ability to communicate effectively in Spanish is essential, as the role involves working closely with local communities and stakeholders.
Additional Notes: This position is based in Chiquimula, Guatemala, and may require approximately 80% travel time.
