Job Overview:
The Finance Manager role is crucial for ensuring compliance with DRC procedures and guidelines within Afghanistan. This position is responsible for developing country strategies that translate into actionable plans and daily tasks. The Finance Manager will oversee all finance-related tasks within their geographical area, manage finance staff, and ensure adherence to the finance chapters of DRC’s Operations Handbook. The role also involves providing technical guidance to country operations and supporting the financial management capacity building of staff. The Finance Manager will be accountable for achieving DRC’s strategic goals and objectives, making significant decisions regarding the unit's purpose and functions, and managing resources effectively.

Duties and Responsibilities:
  • People Management: Lead and manage the finance team, including planning, performance management, well-being, and development of team members.
  • Financial Management: Collaborate with Managers to reinforce financial management procedures and systems, ensuring compliance with DRC guidelines and donor requirements.
  • Reporting: Support timely delivery of quality financial reports to donors and internal stakeholders.
  • Compliance: Ensure compliance with country statutory obligations, including tax and levies.
  • Budget Control: Maintain thorough budgetary control across country programs and liaise with Managers on financial issues.
  • Cash Management: Collect cash forecasts from Programme Managers and manage fund requests.
  • Audit Preparation: Ensure all documentation for financial audits is prepared in cooperation with Coordination staff and HQ.
  • ERP System Management: Ensure DRC Dynamics ERP is utilized effectively and that finance processes are applied correctly.
  • Decision Making: Make sound decisions based on DRC policies and standards, including hiring and performance management of direct reports. 1
  • Additional Tasks: Perform any other tasks as assigned by the supervisor.

Required Qualifications:
  • Experience: Minimum of 8 years in finance and operations management within an INGO or international agency, with at least 2 years as an expatriate Finance Manager or Head of Finance.
  • Technical Competencies: Proven ability to establish operational management systems for large programs and experience in delivering humanitarian programs in emergency settings.
  • Financial Knowledge: Clear understanding of DRC Finance policies, donor restrictions, and regulations, with extensive experience in financial reporting for major donors such as UNHCR, UNICEF, and others.
  • ERP Knowledge: Understanding of ERP systems is a strong advantage.
  • Professional Qualifications: Postgraduate degree in Financial/Business management or related fields; ACCA or CPA is desired.
  • Computer Skills: Proficient in standard computer applications and financial management software, with knowledge of Navision being an added advantage.

Educational Background:
Candidates must possess a postgraduate degree in Financial/Business management, Public Administration, Social Sciences, or other relevant fields. Additional professional qualifications such as ACCA or CPA are highly desired, indicating a strong foundation in financial principles and practices.

Experience:
The position requires a minimum of 8 years of experience in finance and operations management within an international humanitarian context. This includes at least 2 years of experience working abroad as an expatriate Finance Manager or Head of Finance, demonstrating a solid understanding of operational management systems and the ability to deliver humanitarian programs effectively in emergency response settings.

Languages:
Excellent communication skills in English are mandatory for this position. Additionally, understanding Dari or Pashto is considered a strong advantage, as it facilitates better communication with local stakeholders and enhances the effectiveness of the role.
