Job Overview:
This consultancy position is designed to enhance the teaching methodologies for the Russian language, specifically tailored for rural learners in the southern regions of Kyrgyzstan. The consultant will engage in a structured process that includes conducting a needs assessment to identify the specific requirements of the target audience, developing effective teaching methodologies, and providing capacity-building training for local educators. Additionally, the consultant will facilitate knowledge-sharing seminars aimed at equipping rural youth in Osh, Jalal-Abad, and Batken provinces with essential language skills that can significantly improve their educational and employment prospects. The assignment is expected to last for a period of four months, during which the consultant will work closely with local stakeholders to ensure the methodologies developed are relevant and impactful.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including but not limited to: conducting a comprehensive needs assessment to understand the current state of Russian language teaching in rural areas; developing innovative and effective teaching methodologies that cater to the specific needs of rural learners; designing and implementing capacity-building training sessions for local teachers to enhance their teaching skills; organizing and leading knowledge-sharing seminars to disseminate best practices and methodologies; collaborating with local educational authorities and stakeholders to ensure alignment with educational standards and needs; monitoring and evaluating the effectiveness of the implemented methodologies and training sessions; providing ongoing support and guidance to local educators throughout the assignment; and preparing detailed reports on the progress and outcomes of the consultancy.

Required Qualifications:
Candidates must possess a strong background in language education, particularly in teaching Russian as a foreign language. A deep understanding of pedagogical methodologies and experience in curriculum development are essential. The consultant should have proven experience working in educational settings, preferably in rural or underserved communities. Strong communication and interpersonal skills are required to effectively engage with local stakeholders and educators. Additionally, the ability to work independently and manage multiple tasks efficiently is crucial for success in this role.

Educational Background:
A minimum of a Master's degree in Education, Linguistics, or a related field is required. Specialized training or certification in language teaching methodologies, particularly for Russian, is highly desirable. Candidates with additional qualifications in adult education or capacity-building training will be given preference.

Experience:
The ideal candidate should have at least 5 years of professional experience in language education, with a focus on teaching Russian as a foreign language. Experience working in rural or developing contexts is highly advantageous. Familiarity with the educational landscape in Kyrgyzstan and previous work with UN agencies or similar organizations will be considered a strong asset.

Languages:
Fluency in Russian is mandatory, as the consultancy focuses on Russian language teaching. Proficiency in Kyrgyz or Uzbek is considered a valuable asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy. Knowledge of English is also beneficial, particularly for documentation and reporting purposes.

Additional Notes:
This consultancy is structured as an individual contractor position, with a contract duration of four months. The role is primarily home-based, with required visits to project target locations in Kyrgyzstan.
