Job Overview: The Education Officer plays a crucial role in the effective implementation of NRC’s Education and Youth Programme in Misrata, Libya. This position is focused on supporting both formal and non-formal education initiatives, as well as providing psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (PSS), vocational training (TVET), life skills development, mentoring, and community engagement. The Education Officer is responsible for ensuring that all educational activities adhere to NRC’s Safe and Inclusive Programming (SIP) and Safeguarding standards, promoting quality and inclusivity in all interventions. The role involves designing, coordinating, and implementing youth activities, overseeing the day-to-day operations of education and PSS activities for both Libyan and non-Libyan children, and ensuring that the educational needs of the community are met effectively. The Education Officer will work closely with the Education Project Coordinator/Team Leader to ensure that all activities align with NRC’s strategic objectives and are delivered in a timely and efficient manner.
Duties and Responsibilities: The Education Officer will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring adherence to NRC policies, guidelines, and procedures in all education activities; coordinating activities in line with program strategy, proposals, budgets, and work plans; involving and informing community members and leaders about NRC’s programming; supporting the development of detailed implementation plans; supervising, mentoring, and supporting field-based staff, facilitators, and volunteers; ensuring capacity building of project staff; ensuring timely procurement and distribution of materials; collecting and maintaining program data for monitoring and evaluation; preparing periodic progress reports; promoting and monitoring inclusion, gender balance, safeguarding, and protection mainstreaming; leading and coordinating youth activities such as vocational training and life skills sessions; implementing PSS and education activities; developing monthly activity work plans; conducting regular field visits; maintaining strong coordination with vocational training centers and local authorities; ensuring compliance with NRC’s Safeguarding and Protection policies; facilitating awareness sessions for beneficiaries; and supporting the visibility of the education program through documentation of success stories.
Required Qualifications: The position requires a Bachelor's degree in education, social sciences, management, or a related field. Candidates should have a minimum of 2-3 years of experience working with youth, education, and vocational training projects, particularly in complex or volatile contexts. Strong documentation, reporting, and analytical skills are essential, along with fluency in English and Arabic (both written and spoken). Knowledge of NGO operations, humanitarian principles, and donor compliance is also required. Candidates should have experience in community mobilization and participatory training facilitation, as well as knowledge of child protection, safeguarding, and SIPR principles. Proficiency in computer skills, including MS Word, Outlook, and Excel, is necessary, and completion or willingness to complete SIP Basic Training, Safeguarding Essentials, and Referral SOP orientation is expected.
Educational Background: Candidates must possess a Bachelor's degree in education, social sciences, management, or a related field. This educational background is essential for understanding the complexities of educational programming and the specific needs of youth and children in the context of humanitarian assistance.
Experience: The position requires a minimum of 2-3 years of relevant experience working with youth, education, and vocational training projects. Candidates should have experience in complex or volatile contexts, demonstrating the ability to adapt and respond to challenging situations. Additionally, a minimum of 1 year of experience working directly with youth and familiarity with the challenges faced by children and adolescents in educational settings is preferred.
Languages: Fluency in English and Arabic is mandatory for this position, both in written and spoken forms. Knowledge of French is considered an asset, enhancing communication capabilities within diverse communities and among stakeholders.
Additional Notes: This position is based in Misrata, Libya, and is expected to be a full-time role. The Education Officer will be involved in both national and international recruitment processes, depending on the needs of the organization.
