Job Overview:
The consultant will be responsible for developing a Global Compendium on Data Governance for Children, which will involve mapping national and regional policies related to children's data governance. This role is crucial in identifying good practices and innovations that can strengthen UNICEF's advocacy efforts for children's rights in the context of data governance. The consultant will analyze existing policies, document successful initiatives, and create a narrative that supports UNICEF's leadership and policy engagement globally. Duties and Responsibilities:
  • Identify and analyze national, regional, and multilateral Data Governance for Children policies that govern children's data, including data protection laws and digital governance policies.
  • Document successful initiatives where child-centered data governance has been embedded in national systems.
  • Analyze pathways through which Data Governance for Children improves child outcomes, referencing existing materials and research.
  • Develop an accessible narrative and compendium to support UNICEF's advocacy and policy engagement.
  • Recommend strategies for UNICEF to promote Data Governance for Children effectively.
  • Collaborate with various stakeholders to gather insights and data necessary for the compendium.

Required Qualifications:
  • Advanced university degree in public policy, data governance, technology policy, child rights, or a related field.
  • A minimum of eight years of professional experience in technology governance, particularly in data, digital, and AI contexts, with a focus on child rights.
  • Proven experience in conducting global comparative policy analysis and developing strategic documents related to data governance.
  • In-depth knowledge of Data Governance Frameworks and their application in policy-making.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as public policy, data governance, technology policy, or child rights. This educational background is essential for understanding the complexities of data governance as it pertains to children and their rights.

Experience:
