Job Overview:
The International UN Volunteer Specialist will play a crucial role in strengthening UNICEF's risk assurance and compliance activities in Ethiopia. This position is vital for supporting the management of risks associated with the organization's operations and programs. The specialist will work under the direct supervision of the Risk and Compliance Manager and will be responsible for assisting in the annual risk assessment process, monitoring compliance with organizational rules and regulations, and supporting the implementation of fraud risk management strategies. The role requires a proactive approach to identifying potential risks and ensuring that appropriate measures are in place to mitigate them. The specialist will also contribute to capacity building efforts within the organization by providing training and resources to staff regarding key UNICEF policies and procedures. Overall, this position is essential for enhancing the effectiveness and accountability of UNICEF's operations in Ethiopia, particularly in the context of emergency response management and coordination.

Duties and Responsibilities:
The duties and responsibilities of the International UN Volunteer Specialist include:

• Risk Management: Assisting in the annual risk assessment process, monitoring the reliability of reports, and ensuring compliance with applicable rules and regulations. Supporting the monitoring of risk mitigation action plans and participating in peer reviews to embed risk management approaches in projects and proposals.
• Compliance: Reviewing office systems and procedures for compliance with organizational rules, enforcing internal controls, and assisting in the preparation of the annual Statement of Internal Control (SIC). Ensuring that internal and external audits are conducted smoothly and that recommendations are implemented effectively.
• Fraud Risk Management: Collecting evidence to respond to queries related to allegations of fraud and misconduct, implementing the global anti-fraud strategy, and suggesting internal fraud prevention mechanisms.
• Awareness and Capacity Building: Implementing a continuous learning and development plan for the Risk and Compliance function, providing staff with access to relevant training, and ensuring understanding of key UNICEF policies.
• Networking: Participating in a network of risk and compliance specialists for experience sharing and updates on office rules and policies.

Required Qualifications:
The position requires a strong understanding of risk management and compliance frameworks, as well as experience in implementing internal controls and conducting audits. Candidates should possess excellent analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Strong communication skills are essential for effectively conveying complex information and providing training to staff. Educational Background:

Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in risk management, compliance, or internal audit functions. Experience working in international organizations or non-profits, particularly in emergency response contexts, is highly desirable. Familiarity with UNICEF's policies and procedures, as well as knowledge of the Ethiopian context, will be beneficial.

Languages:
Fluency in English is mandatory, as it is the working language of UNICEF. Knowledge of local languages spoken in Ethiopia, such as Amharic, is considered an asset and may enhance communication with local stakeholders.
