Job Overview:
The Senior Finance Officer will be based in the Asia Pacific Hub in Thailand and will play a crucial role in coordinating financial and accounting operations for the EpiC Project in Myanmar. This project aims to enhance health interventions for vulnerable populations, focusing on strengthening health systems and improving access to testing and treatment. The Senior Finance Officer will ensure the fiscal well-being of the organization by providing financial management, conducting analyses of financial data, and preparing reports to ensure compliance with donor requirements. The role requires a proactive approach to financial monitoring and support for project finance and operations staff, ensuring that all financial activities align with the organization's goals and objectives.

Duties and Responsibilities:
The Senior Finance Officer will be responsible for analyzing budget forecasts, regulatory filings, and compiling complex data. They will interpret and evaluate financial data to ensure compliance with applicable statutes and Generally Accepted Accounting Procedures (GAAP). The officer will develop and maintain effective working relationships with various stakeholders, including regulated industries and management. They will review monthly financial reports, coordinate with the Regional Hub on finance-related matters, and utilize financial systems to produce reports and financial models. Additionally, the officer will analyze complex business and financial issues, recommend corrective actions, and ensure the financial integrity of subcontractors. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess expert-level technical and administrative knowledge of financial regulations and procedures. A strong understanding of local organizations and potential partners is essential, along with a thorough knowledge of external regulations and internal corporate policies. Proficiency in Generally Accepted Accounting Principles and Internal Control Fundamentals is required. Excellent oral and written communication skills, along with strong quantitative and analytical abilities, are necessary for success in this role. The ability to motivate and work collaboratively with others is also important.

Educational Background:
A Bachelor's Degree or its international equivalent is required for this position. This educational background should provide a solid foundation in finance, accounting, or a related field, equipping the candidate with the necessary skills to perform the job effectively.

Experience:
Typically, candidates should have a minimum of 8+ years of progressively responsible experience in accounting, finance, and operational management, particularly in a government contracting environment. Experience with U.S. Government grants, contracting, and auditing standards is essential for effective management of multi-year funds. Proven experience in transferring knowledge into operational plans with client collaboration is preferred, along with substantial experience using computerized financial information systems.

Languages:
Fluency in English is mandatory, as the candidate must be able to read, write, and speak the language proficiently. Additionally, fluency in the host country language is preferred to facilitate communication with local stakeholders and partners.

This position is based in an office environment with typical physical demands, including the ability to spend long hours at a computer and perform repetitive tasks.
