Job Overview:
The Program Coordinator is tasked with overseeing the overall supervision, quality, and strategic direction of Solidarités International's programmatic operations and Monitoring, Evaluation, Accountability, and Learning (MEAL) systems in Cabo Delgado. This role is crucial for ensuring that programs are implemented effectively, in compliance with SI's strategic goals and donor requirements. The Program Coordinator will supervise Program Managers and the MEAL Manager, support adaptive programming, and collaborate closely with the Area Coordinator and field teams to enhance coordination, accountability, and operational continuity. The position is particularly challenging due to the recent restructuring of the mission following funding cuts, the need for rapid project implementation, and the volatile security" style="border-bottom: 1px dotted #007bff !important;">security context in the region.

Duties and Responsibilities:
The Program Coordinator will be responsible for several key duties, including:
  • Ensuring structured supervision of ongoing programs across all operational bases.
  • Strengthening MEAL systems to ensure effective use of monitoring data for programmatic decision-making.
  • Overseeing the quality closure of ending projects and the structured launch of new projects.
  • Ensuring compliance with donor requirements and internal procedures.
  • Clarifying roles, workflows, and coordination mechanisms between Program, MEAL, and Support departments.
  • Leading and coordinating proposal development with Project Managers and the Grants Department.
  • Strengthening representation and collaboration with local authorities, clusters, and key partners.
  • Managing the challenges posed by a multi-base program with limited resources and high coordination needs, particularly in light of the security situation in Cabo Delgado.

Required Qualifications:
Candidates must possess a Master's degree in humanitarian action, development, law" style="border-bottom: 1px dotted #007bff !important;">international law, or any other relevant technical area related to the humanitarian sector. Additionally, candidates should have 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position. Strong project cycle management skills, a solid background in at least one technical sector (such as WaSH, FSL, Shelter/NFI, or Rapid Response), and a good understanding of MEAL systems and accountability mechanisms are essential. Knowledge of donor compliance and reporting requirements is also required.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as humanitarian action, development, or international law. This advanced education is crucial for understanding the complexities of humanitarian work and the legal frameworks that govern it.

Experience:
The position requires candidates to have a minimum of 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar role. This experience is vital for navigating the challenges of program management in a humanitarian context, particularly in areas affected by conflict and natural disasters.

Languages:
Fluency in English is mandatory for this position. Proficiency in Portuguese is considered a strong asset, while knowledge of Spanish or Italian is also advantageous. These language skills are important for effective communication with local authorities, partners, and beneficiaries.

  • The role is based in Cabo Delgado, Mozambique, with frequent travel to operational bases in Pemba, Mueda, and Mocímboa da Praia. The salary for this position starts at EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation and travel expenses. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Pemba are described as good for expatriates, with stable utilities and reliable internet access.
