Job Overview: The position of National Consultant is crucial for supporting the Royal Thai Government in the development of Thailand’s second National Action Plan on Ending Violence against Women (NAPVAW). This consultancy aims to build on the significant progress made by Thailand in addressing violence against women and girls, particularly following the adoption of its first NAPVAW in December 202
The consultant will work closely with government and key stakeholders to ensure that the new plan aligns with national priorities and international commitments. The role involves conducting consultations, facilitating workshops, and drafting the NAPVAW, which will integrate existing frameworks and include a logical framework with clear indicators and targets. The consultant will also contribute to the UN Women Thailand Workplan 2026 and the PROTECT project, which aims to protect the rights of women migrant workers and children in Southeast Asia.
Duties and Responsibilities: The consultant will be responsible for several key tasks:
Develop a consultancy workplan by conducting preliminary consultations with relevant stakeholders.
Conduct a desk review of existing documents related to the first NAPVAW and develop an inception report that outlines the research design and methodology.
Facilitate multi-stakeholder consultations with governmental agencies, civil society organizations, and other relevant parties to gather input for the NAPVAW.
Draft the second NAPVAW, ensuring it integrates existing plans and includes a logical framework with indicators and targets.
Conduct validation workshops to finalize the draft NAPVAW based on stakeholder feedback. The consultant will report to Thailand’s Country Programme Coordinator and work closely with the Programme Analyst and Programme Associate.
Required Qualifications: Candidates must possess a Master’s degree or higher in Gender Studies, Social Science, Public Policy, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, a minimum of 5 years of relevant work experience in gender equality, gender and development, or human rights is required. Candidates should demonstrate expertise in developing and implementing gender policies and national action plans, as well as experience in drafting publications related to these areas. Skills in teaching, research, and facilitation of training programs are considered assets, along with experience in violence against women and gender-based violence issues.
Educational Background: The educational background required for this position includes a Master’s degree or higher in fields such as Gender Studies, Social Science, Public Policy, or other related development fields. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by relevant experience.
Experience: The position requires a minimum of 5 years of relevant work experience, particularly in gender equality, gender and development, and human rights. Candidates should have demonstrated expertise in the development and implementation of gender policies and national action plans, as well as experience in drafting publications related to these topics. Experience working with UN agencies, international organizations, or multi-stakeholder partnerships is also beneficial.
Languages: Excellent writing skills in both English and Thai are mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: This consultancy is home-based, with the possibility of official travel arranged by UN Women, which will cover travel costs according to their policy. Payments for the consultancy will be based on the completion of deliverables rather than the number of days worked. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations.
