Job Overview: The Programme Management Officer position is situated within the Industry and Economy Division, specifically in the Chemicals and Health Branch, Global Environment Facility Chemicals and Waste Unit (GEF C&W). The incumbent will lead the development and supervision of GEF projects focused on artisanal and small-scale gold mining (ASGM) and mercury mining. This role involves identifying, developing, and approving high-quality projects that align with UNEP's strategic priorities and respond to government and partner needs. The officer will establish and maintain the legal and operational structures necessary for project delivery, ensuring compliance with fiduciary standards and supporting project closure. Additionally, the officer will contribute to the UNEP High Impact Sector Team, providing technical guidance and supporting private sector engagement to enhance sustainability in mining practices. The position requires a strong ability to analyze data and trends to inform decision-making and reporting.
Duties and Responsibilities:
Lead the development and supervision of GEF projects related to ASGM and mercury mining, ensuring alignment with UNEP priorities.
Establish and maintain project delivery structures, including legal agreements and compliance assessments.
Supervise Executing Agencies to ensure project delivery meets established targets and standards.
Provide quality assurance for technical outputs and deliverables, including reviewing reports and managing corrective actions.
Support the UNEP High Impact Sector Team by contributing to technical guidance and aligning project inputs with UNEP publications.
Engage with the private sector to foster partnerships and innovative solutions for sustainable mining practices.
Collect and analyze data to identify trends and support data-driven decision-making.
Perform other duties as required to support the objectives of the GEF C&W Unit.
Required Qualifications: Candidates must possess a strong understanding of international environmental project management, including compliance and partner coordination. They should demonstrate excellent communication skills, analytical abilities, and a commitment to gender equality in all areas of work. Professionalism, planning, organizing, and teamwork are essential competencies for this role. The candidate should also show persistence in overcoming challenges and maintaining a high standard of work.
Educational Background: An advanced university degree (Master's degree or equivalent) in earth sciences, environmental sciences, environmental management, chemistry, metallurgy, or engineering is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) in the specified fields combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.
Experience: A minimum of five years of progressively responsible experience at the international level related to the minerals, mining, and metals (3Ms) value chain is required. Candidates should have experience working with the Global Environment Facility or equivalent international project cycles, managing development projects focused on sustainability or pollution reduction in mining. Experience in data analytics or related fields is also desirable, particularly if it involves innovative solutions in sustainable metals and mining.
Languages: English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French or Spanish is desirable, with similar proficiency levels expected. Candidates should refer to the UN Language Framework for specific language skill requirements.
