Job Overview: The Senior Financial Officer position at the World Bank Group is a critical role within the Treasury sector, specifically focusing on the Partnership and Engagement unit. This position is responsible for ensuring high-quality operational coordination and the timely and accurate implementation of asset management client requests. The Senior Financial Officer will lead a team, manage client services, and oversee digital initiatives that support the operations of the Reserve Advisory & Management Partnership (RAMP). The role requires strong collaboration with various departments within the organization to deliver seamless asset management services and to enhance the capacity-building efforts for public asset managers worldwide. The successful candidate will play a pivotal role in representing RAMP Client Services across internal bodies and contributing to the strategic direction of the team, ensuring that the World Bank Group continues to meet the needs of its clients effectively.
Duties and Responsibilities: The Senior Financial Officer will have a comprehensive set of duties and responsibilities, including but not limited to:
Leading, mentoring, and developing the Client Services team to foster a high-performance culture.
Serving as the primary operational and legal process focal point for RAMP clients, ensuring timely resolution of client requests and maintaining proper records.
Coordinating closely with the TREAP manager, Engagement Managers, portfolio managers, and other Treasury partners to ensure seamless service delivery of asset management services.
Supporting the TREAP manager in preparing and coordinating RAMP items for the Treasury Operations Committee, ensuring completeness and timely follow-up.
Leading the development of modernized digital tools and automated solutions, overseeing data systems, documentation platforms, and financial control tools.
Preparing and delivering reports to RAMP members, coordinating with business partners for quality and timely dissemination.
Coordinating onboarding, mandate and guideline changes, contributions/withdrawals, and other asset management actions with internal partners.
Representing TREAA with business partners to support business continuity planning and manage operational risk for RAMP.
Identifying operational gaps and leading continuous improvement efforts aligned with Treasury-wide standards. 1
Representing RAMP Client Services across internal bodies and contributing to the team’s strategic direction. 1
Supporting advisory to clients in areas where the team has expertise.
Required Qualifications: The ideal candidate for the Senior Financial Officer position should possess a strong knowledge of asset management operational processes, investment guidelines, and mandate implementation. A deep understanding of RAMP’s legal framework and asset management agreements is essential. The candidate should have experience leading operational digital/IT system initiatives, demonstrating strategic orientation in developing new automated solutions. Proven leadership skills, the ability to mentor staff, and effective management of diverse workloads are crucial. Strong communication and stakeholder-management skills are necessary, along with the ability to navigate complex institutional structures assertively. The candidate should also demonstrate the ability to coordinate across departments and build consensus effectively.
Educational Background: Candidates must hold an advanced degree in Finance, Economics, Business, Law, or a related field. This educational background is essential to ensure a comprehensive understanding of the financial and operational aspects of the role.
Experience: The position requires a minimum of 8 to 10 years of relevant experience in financial services, asset management, treasury operations, or institutional client management. Experience in multilateral, public sector, or institutional investment environments is considered an advantage, as it aligns with the World Bank Group's mission and operational context.
Languages: Fluency in English is mandatory for this position. Additionally, fluency in Arabic, French, or Spanish is highly desirable, as it enhances communication with a diverse range of stakeholders and clients.
