Job Overview:
The Program Chief Financial Officer (PCFO) will play a pivotal role in financial management within the foundation's programs, ensuring alignment between finance functions and program strategy leads, operations, and business support staff. This position is responsible for overseeing all major program financial functions and processes, acting as the primary liaison between program strategy teams (PST) leadership and other finance and resource planning (F&RP) functions. The PCFO will collaborate closely with the Chief Financial Officer (CFO) on foundation-wide initiatives and will serve as an in-house authority on various functional needs, such as partner organizational effectiveness and financial modeling. Key responsibilities include leading annual planning, forecasting, and portfolio optimization efforts, translating program strategies into clear financial priorities, and providing strategic financial counsel to program leadership. The PCFO will also manage a team of financial planning and analysis (FP&A) professionals, enhancing service delivery and accountability to PSTs and regional offices while ensuring responsible stewardship of foundation resources.

Duties and Responsibilities:
  • Financial Management & Leadership: Own the program process to align with the foundation's planning cycle, utilizing analytics to inform financial decisions for PST leaders and division presidents. Oversee complex analytics and projects requiring financial expertise and facilitate the program resource allocation process. Lead annual planning and forecasting for the GPA and Communications divisions, ensuring clear articulation of assumptions, risks, tradeoffs, and performance metrics. Partner with PST leadership to translate strategy into executable financial plans and manage execution as conditions change.
  • Investment Development, Structuring & Management: Collaborate with PST(s) to provide functional expertise on investments, including supporting the origination and structuring of sophisticated investments such as grants and contracts. Conduct partner organization due diligence and manage program financial risks, potentially engaging with external partners.
  • FP&A Service Delivery Lead: Act as the primary source of program input to Finance, co-creating policies and processes that impact programs while ensuring conformity to foundation-wide standards.
  • Relationship Management: Build and maintain strong relationships with division presidents and PST leadership, ensuring financial needs are met. Maintain high-quality interactions and clear communications with grantees and partners in the field.
  • Team Management: Lead and manage a diverse team of program financial managers and associates, prioritizing diversity, equity, and inclusion in hiring and team development. Ensure successful onboarding, performance management, and employee development.

Required Qualifications:
  • A Master's degree or MBA is preferred, along with 15+ years of experience in finance and operations, management consulting, or a related field.
  • Content expertise in international development, global policy & advocacy, or communications is strongly preferred.
  • International finance expertise, including exposure to capital and currency markets and blended finance models in developing countries, is also preferred.
  • Strong financial and analytical background with skills that facilitate decision-making, such as net present value (NPV) analysis and cash flow forecasting.
  • Experience in designing efficient processes for budget delivery and key financial analyses.
  • Proven ability to operate in global, cross-cultural environments and engage at the executive level, translating complex financial and programmatic realities into actionable insights.

Educational Background:
Candidates should possess a Master's degree or MBA, which is preferred for this role. The educational background should ideally be complemented by relevant coursework or training in finance, operations, international development, or related fields that support the responsibilities of the position.

Experience:
Candidates should have a minimum of 15 years of experience in finance and operations, management consulting, or equivalent roles. Experience should include a strong track record of achievement in progressively responsible positions, demonstrating the ability to work across diverse subject areas and manage high-performing teams effectively.

Languages:

New hires typically fall between the minimum and midpoint of the salary range, depending on their job-related skills, experience, and expertise.
