Job Overview: The Procurement Officer plays a crucial role in managing the asset inventory and overseeing daily procurement activities within the company. Reporting to the Supply Chain Manager, the officer is responsible for the entire procurement process, from the initial request to the final delivery of goods, works, and services. This includes developing solicitations, advising staff on procurement methodologies, interpreting relevant laws and regulations, and assisting in the creation of Invitations For Bids (IFB) and specification documents. The Procurement Officer also conducts pre-bid conferences, reviews proposals, negotiates contracts, and tracks company purchases and contracts through monthly and annual reports. The role requires a proactive approach to ensure that procurement needs are met efficiently and effectively, while also maintaining compliance with statutory rules and regulations.
Duties and Responsibilities: The Procurement Officer's duties include assisting in the selection of suppliers and contractors, drafting service level agreements, working with internal stakeholders to determine procurement needs, and managing order placements. The officer is responsible for monitoring supplier performance, controlling expenses against budgets, developing sourcing strategies, and negotiating payment terms. Additionally, the officer will maintain contracts with vendors, review and update inventory, reconcile order discrepancies, and ensure timely submission of accounts for payment. The role also involves administration and reporting tasks, as well as making policy analysis and recommendations regarding purchasing and leasing.
Required Qualifications: Candidates must possess a Bachelor’s degree in finance, Supply Chain, Procurement, Operations, or a related field. Professional experience should include a minimum of 5 years in coordinating Supply Chain and Procurement functions, with at least 3 years in the Pharmaceuticals sector. Experience in Fast-Moving Consumer Goods (FMCG) is considered advantageous. Strong communication and interpersonal skills are essential, along with proficiency in relevant financial software and tools, particularly QuickBooks Enterprise Edition or similar ERP systems. Certification in Project Management, Lean Six Sigma, or equivalent is highly desirable.
