Job Overview:
The Country Program Manager for Health, Social Services and Nutrition at CRS Malawi will oversee the development and implementation of programming in these critical areas, particularly focusing on large and complex projects. The role requires ensuring that effective systems and processes are in place to support high-quality programming that aligns with CRS's mission of serving the poor and vulnerable. The manager will be responsible for providing technical oversight, managing project cycles, and ensuring compliance with CRS quality principles, donor guidelines, and industry best practices. This position also involves contributing to donor communications, coaching team members, and pursuing new funding opportunities to expand the program's portfolio.

Duties and Responsibilities:
The Country Program Manager will provide comprehensive management and technical oversight of projects throughout their lifecycle, ensuring alignment with CRS standards and donor requirements. Key responsibilities include: managing project design, start-up, implementation, and close-out; contributing to donor communications and report reviews; coaching and supervising project managers; providing technical solutions for strategic planning; pursuing new funding opportunities; serving as the technical lead for proposal writing; overseeing budgeting and staffing plans; and strengthening partnerships relevant to the program. The manager will also ensure timely project expenditures and efficient use of resources, while maintaining a focus on high-quality implementation and continuous improvement.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a specialized Master’s degree related to education and/or health. Additional relevant experience may substitute for some educational requirements. A minimum of 5 years of field-based project management experience is required, with at least 2-3 years in education and health sectors. Experience managing moderately complex projects, preferably with an international NGO, is essential, along with skills in Monitoring, Evaluation, Accountability, and Learning (MEAL).

Educational Background:
The position requires a Bachelor’s Degree in International Development or International Relations, or a specialized Master’s degree in a related field such as education or health. Candidates with additional relevant experience may be considered in lieu of formal education qualifications, highlighting the importance of practical knowledge and skills in the field.

Experience:
The ideal candidate should have a minimum of 5 years of relevant field-based project management experience, with a strong preference for those who have worked in education and health sectors. Experience in managing moderately complex projects, particularly within an international NGO context, is crucial. Familiarity with MEAL practices is also required, indicating the need for a candidate who can effectively monitor and evaluate project outcomes.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. This proficiency is essential for effective communication with stakeholders, donors, and team members, ensuring that all project documentation and reporting meet the required standards.

Additional Notes:
The position is based in Lilongwe, Malawi, and requires the candidate to be willing to travel up to 40% of the time, primarily to project sites within Malawi.
