Job Overview: The WASHCoordinator is responsible for leading and coordinating the technical aspects of Solidarités International’s WASH portfolio in South Sudan. This role involves direct implementation and support for projects executed by partners, ensuring that all WASH programming aligns with international humanitarian standards, donor regulations, and the specific needs of the affected populations. The WASH Coordinator is tasked with providing technical guidance to ensure that interventions are appropriate, evidence-based, inclusive, and sustainable. This position also emphasizes building the capacity of national teams and ensuring effective coordination with external actors, including government agencies, UN agencies, and WASH Cluster members. The role requires a high level of technical expertise to ensure the quality and relevance of WASH interventions, adapting strategies to the complex context of South Sudan.
Duties and Responsibilities: The WASH Coordinator will have a comprehensive set of responsibilities, including but not limited to: leading the design and development of WASH programming, ensuring quality and compliance with humanitarian standards; conducting assessments to identify WASH needs and gaps; developing technical Bills of Quantities (BoQs) for water supply and sanitation projects; supporting and training WASH staff to enhance their technical capacity; improving databases and baselines for evidence-based planning; establishing communication and remote monitoring channels for field teams; proposing new WASH activities for implementation; and ensuring effective coordination with external stakeholders to avoid duplication of efforts and enhance the overall impact of WASH interventions.
Required Qualifications: Candidates must possess a university degree in Civil Engineering, Water Resources Engineering, Environmental Engineering, Public Health, Construction, or a related field. They should have experience in WASH engineering, infrastructure design, implementation, and monitoring, as well as hygiene promotion activities. Familiarity with project cycle management (PCM) and technical quality assurance is essential. The role requires strong analytical skills, strategic thinking, adaptability, and the ability to communicate effectively with diverse stakeholders. Candidates should also demonstrate leadership and team empowerment capabilities, along with a commitment to capacity development and technical mentorship.
Educational Background: A university degree in a relevant field such as Civil Engineering, Water Resources Engineering, Environmental Engineering, Public Health, or Construction is required. Additional qualifications in WASH engineering and infrastructure design are highly desirable, as well as training in project management and technical quality assurance.
Experience: The position requires a significant level of experience in WASH programming, particularly in emergency and post-emergency contexts. Candidates should have a proven track record of implementing WASH projects, conducting needs assessments, and providing technical guidance to teams. Experience in capacity building and collaboration with local authorities and partners is also essential, as well as familiarity with the challenges faced in complex settings like South Sudan.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages relevant to the region or the populations served would be considered an asset, enhancing communication and collaboration with local stakeholders.
Additional Notes: This position offers a permanent expatriate contract with a salary starting at €2,600 per month, calculated based on the expatriate salary scale. Additional benefits include covered per diem and accommodation during deployments, one day off for each weekend spent in the field, and 25 days of paid vacation. Health and life insurance, as well as repatriation coverage, are fully provided. The role allows for flexibility in location choice outside of deployment periods, whether in France or abroad.
