Job Overview: The Capacity Building Officer will play a crucial role in supporting the Integrated Disease Surveillance Programme (IDSP) under the National Centre for Disease Control (NCDC) in India. This position involves delivering training workshops at various administrative levels, developing job aids, and monitoring the effectiveness of skill-building initiatives. The officer will ensure that frontline staff maintain the necessary competencies for effective surveillance and that program managers foster a culture of data use and accountability. The role requires the design and development of national training frameworks, including training-of-trainers and e-learning modules, to align with established national guidelines. The ideal candidate will possess strong analytical and problem-solving skills, along with excellent communication abilities, to enhance technical and institutional capacity in utilizing data for action. The position demands a high level of independence, flexibility, and a commitment to excellence, with extensive travel across India expected.
Duties and Responsibilities: The Capacity Building Officer will be responsible for providing advisory support to IDSP program managers at national, state, and district levels, focusing on effective program performance monitoring and capacity building plans. Key responsibilities include:
Supporting the strengthening of government-led program review meetings continuously.
Collaborating with national and state health leadership to identify training needs for various government cadres, designing targeted training content, and defining the training calendar.
Conducting targeted capacity building activities at the national level and in select states/districts to establish sustainable processes and capabilities.
Disseminating user-friendly tools, templates, and approaches for program management, including automated HR rosters and key performance trackers.
Facilitating the development of dedicated eLearning modules on VPD surveillance and program governance.
Building and maintaining trust-based relationships with state and district officials and other health functionaries.
Traveling extensively across the country to fulfill program needs.
Synthesizing and documenting key learnings, and supporting dissemination to stakeholders through reports, briefs, and presentations as needed.
Required Qualifications: Candidates must possess a Master’s or Bachelor’s degree in public health, medicine, public administration, management, economics, communication, or related fields. A minimum of 4 years of relevant field experience in immunization, VPD surveillance, or capacity building in the public sector is required. Experience engaging with state, district, and block officials on programmatic challenges, conducting multi-stakeholder workshops, and undertaking capacity building for public health functionaries is essential. Additionally, candidates should have experience in developing capacity building training modules and conducting in-person technical training workshops, particularly in cascading training-of-trainers models. Exceptional interpersonal skills and the ability to build strong professional relationships in a multicultural environment are crucial.
Educational Background: The educational background required for this position includes a Master’s or Bachelor’s degree in public health, medicine, public administration, management, economics, communication, or related areas. This educational foundation is essential for understanding the complexities of public health and the specific challenges associated with VPD surveillance and immunization efforts.
Experience: The position requires a minimum of 4 years of relevant field-level work experience in areas such as immunization, VPD surveillance, or capacity building within the public sector.
