Job Overview: The Supervisor de Elegibilidad position is critical in overseeing the eligibility officers responsible for analyzing and compiling eligibility reports for refugee status determination. The role requires the contractor to organize the work of the eligibility officers, ensuring that they are effectively supported and guided in their tasks. The supervisor will also be responsible for verifying the accuracy of information in the case management system and conducting research on country of origin information that is vital for determining international protection needs. The position is based in Guayaquil, Ecuador, and involves collaboration with the International Protection Directorate of the Ministry of Foreign Affairs and Human Mobility. The supervisor will report directly to the Director of International Protection and will be expected to produce monthly reports detailing the number of resolutions and eligibility reports reviewed, thereby contributing to the overall efficiency and effectiveness of the refugee status determination process.
Duties and Responsibilities: The duties and responsibilities of the Supervisor de Elegibilidad include: organizing the work of eligibility officers, analyzing and compiling eligibility reports, drafting resolutions for the Refugee and Statelessness Commission, verifying updates in the case management system, researching reliable country of origin information, preparing agendas for cases to be discussed by the Commission, managing administrative tasks related to the Commission's responsibilities, verifying information and data in the system, training and providing feedback to eligibility officers, and preparing monthly reports for ACNUR on activities conducted. The supervisor may also be assigned additional tasks as needed, ensuring that all responsibilities are carried out in a timely and professional manner.
Required Qualifications: Candidates must possess a university degree in Law, Social Sciences, or related fields. They should have at least two years of experience working in human rights and human mobility, with a minimum of six months of supervisory experience in mobility-related roles. Additionally, candidates should have at least one year of experience in international protection issues and experience in providing training on international protection matters. Key competencies include the ability to work under stress, handle confidential information professionally, and possess strong analytical and writing skills for drafting case resolutions.
Educational Background: A university degree in Law, Social Sciences, or a related discipline is required for this position. This educational background is essential for understanding the legal frameworks and social dynamics involved in refugee protection and human rights.
Experience: The position requires a minimum of two years of relevant work experience, particularly in human rights and human mobility. Candidates should have at least six months of experience supervising personnel involved in human mobility and one year of experience working on international protection issues. Experience in training and capacity building in the area of international protection is also essential.
Languages: Fluency in Spanish is mandatory for this position, given the local context and the nature of the work. Knowledge of additional languages, particularly English, is considered an asset and may enhance a candidate's profile.
