Job Overview:
The Senior Livelihood and Economic Inclusion Assistant will play a crucial role in the livelihoods unit of UNHCR's operation in Ecuador. This position is designed to support the operationalization of strategic visions that align with the Global Compact on Refugees (GCR). The incumbent will be responsible for enhancing economic inclusion and improving self-reliance among persons of concern (PoC) and host community members. The role involves collaborating with various stakeholders, including government agencies, private sector entities, and financial service providers, to mobilize efforts aimed at strengthening refugee self-reliance. The assistant will also document good practices and results, contributing to knowledge generation and information sharing among humanitarian and developmental stakeholders. The position requires a proactive approach to exploring collaboration opportunities across different UNHCR areas, including protection, education, and cash assistance, ensuring that all stakeholders understand the potential for economic inclusion of refugees and host community members.

Duties and Responsibilities:
The Senior Livelihood and Economic Inclusion Assistant will have a comprehensive set of responsibilities, including:
  • Exploring partnerships with relevant stakeholders to enhance economic inclusion of UNHCR PoC, including working with economic development agencies, private sector, and financial service providers.
  • Supporting the multi-functional team, particularly the Protection Unit, to gather information on the legal framework for the right to work.
  • Implementing socioeconomic and wealth ranking surveys to inform targeting and monitoring of development programs.
  • Providing technical assistance on livelihoods interventions to ensure they are market-based and strategically aligned with UNHCR's role.
  • Preparing field reports and making recommendations for interventions that enhance refugee economic inclusion.
  • Supporting the supervisor in organizing meetings, workshops, and training programs related to livelihood programming.
  • Drafting routine documents and participating in inter-agency meetings.
  • Identifying and managing risks while seeking opportunities impacting objectives in the area of responsibility.
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a minimum of 2 years of relevant experience with a High School Diploma or 1 year of relevant work experience with a Bachelor’s degree or higher. Essential qualifications include experience in facilitating economic inclusion for vulnerable groups, collaboration with various stakeholders, and knowledge of livelihood programming. Desirable qualifications include knowledge of refugee protection principles and completion of UNHCR training programs. Functional skills required include field experience, knowledge of livelihoods and sub-sectors, and experience with NGOs or INGOs.

Educational Background:
The educational background required for this position includes a High School Diploma for candidates with 2 years of relevant experience or a Bachelor’s degree or higher for those with 1 year of relevant experience. Relevant fields of education include Business Management, Socio-Economic Development, Economics, Financial Management, and Agriculture, among others. Certificates in these areas are essential for the role.

Experience:
The position requires candidates to have at least 2 years of relevant experience with a High School Diploma or 1 year of relevant experience with a Bachelor’s degree or higher. Experience should include facilitating economic inclusion for marginalized groups and working in partnership with various stakeholders, including private sector, NGOs, and government authorities. Familiarity with livelihood programming and related sectors is essential.

Languages:
Knowledge of English is desirable for this position. Candidates should also be familiar with the UN working language of the duty station, which is Spanish in Ecuador. Proficiency in local languages is an advantage, but not mandatory.
