Job Overview: The position of Consultant for the Municipal Center of Integrated Citizens (CMCI) is aimed at enhancing the protection, regularization, and socio-economic integration of migrants and refugees from Venezuela and other relevant nationalities in the Latin American region. The consultant will work under the supervision of the IOM Sub-Office in Guayaquil, coordinating with the National Protection Unit and CMCI staff. The role involves providing technical assistance, developing training programs, and ensuring the delivery of quality services to vulnerable populations. The consultant will also support the internal processes of the CMCI to ensure sustainable and coordinated care with public institutions and humanitarian partners. This position is crucial for improving the services offered to migrants and refugees, ensuring they receive the necessary support and resources to integrate into their new communities effectively.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including: 1) Supporting the implementation of activities to strengthen the CMCI, in coordination with the Sub-Office in Guayaquil and the National Protection Unit. 2) Providing technical support for the review and update of key CMCI documents, incorporating protection criteria, gender considerations, and risk management related to climate change. 3) Implementing a training program for CMCI staff and allied actors, covering topics such as protection, migration regularization, and community resilience. 4) Developing content for informational and educational materials aimed at people in human mobility, aligned with project needs. 5) Assisting in case management for vulnerable migrant populations, ensuring access to documentation, health, safety, and legal guidance. 6) Facilitating informational sessions for migrants on protection and access to basic services. 7) Supporting institutional coordination by updating service matrices and focal points. 8) Assisting in community activities planned by the Guayaquil Sub-Office. 9) Performing any other tasks assigned by direct supervision.
Required Qualifications: Candidates must possess a university degree in social work, psychology, law, social development, international relations, or related fields. Additionally, a minimum of three years of professional experience in protection, humanitarian assistance, case management, or similar processes is required. Experience in facilitating technical training, designing operational tools, and strengthening institutional or community capacities is essential. A solid understanding of Ecuadorian legal frameworks regarding human mobility, child protection, gender-based violence, trafficking, and access to public services is also necessary. Strong skills in inter-institutional coordination, technical writing, sensitive information analysis, intercultural communication, and working in high-demand environments are crucial for this role.
Educational Background: The educational background required for this position includes a university degree in relevant fields such as social work, psychology, law, social development, or international relations. This educational foundation is essential to understand the complexities of migration issues and to provide effective support to vulnerable populations.

Additional Notes: The consultancy will involve travel to various locations where IOM operates, and travel expenses will be covered by the organization.
