This pilot phase will be conducted in three districts in Dakar and one district in Thiès, necessitating the recruitment of qualified candidates for the position of financial assistant to facilitate the implementation of these interventions.
Job Overview: The financial assistant will work under the supervision of the finance officer and will be responsible for managing the office's operational expenses, including daily payments that are duly approved in accordance with FHI 360's systems and procedures. The role involves supporting the review of accounting documents to ensure that all transactions are fully and properly documented. The financial assistant must verify advance requests, travel expense reports, and operational expenses for accuracy and completeness, ensuring that expense reports have been approved according to FHI 360's systems and procedures before any payments are made. Additionally, the assistant will support the finance and grants officer in tracking and processing fund requests and reports from sub-grantees, as well as managing workshops and activities, including participant payments.
Duties and Responsibilities:
Maintain accounting and financial records: Ensure that all expenses are authorized and processed efficiently; verify invoices and prepare necessary payment documents (vouchers and checks) promptly after authorization by authorized personnel. Check petty cash expenses with the Administrative Assistant to ensure they are accurate and well-documented. Review monthly expense reports from field offices and corresponding receipt packages, ensuring that reporting methods and supporting documents comply with regulations and internal policies and procedures. Assist in settling participant payments during workshops and training sessions; manage advances for missions, workshops, staff, and consultants, and track the liquidation of these advances upon submission of justifications within the required timeframe. Support the archiving of accounting and financial documents on SharePoint; assist in monitoring financial transactions at the bank; control the fixed asset register; prepare bank reconciliations; record transactions according to accounting codes and project codes; manage and improve the filing system for accounting documents before and after financial reporting.
Participate in the audit of financial statements: Assist the supervisor in organizing and preparing for various audits of accounts and financial statements.
Required Qualifications: A minimum of a BAC + 2 in finance and accounting; at least 2 years of experience in an NGO or relevant institution; a good understanding of deadline compliance, honesty, and strong organizational skills; ability to work under stress; proficiency in Excel, Word, and at least one accounting software; maintain good working relationships with suppliers and partners, ensuring the integrity and reputation of FHI 360; ability to work in a multi-sectoral, multidisciplinary, and multicultural environment; strong communication skills in English, both oral and written; ability to effectively manage multiple tasks concurrently while considering priorities; perform any other relevant tasks as assigned under the supervision of management.
Educational Background: The position requires a minimum educational qualification of BAC + 2 in finance and accounting, which indicates a foundational understanding of financial principles and practices necessary for the role.
Experience: Candidates should have a minimum of 2 years of relevant experience working in an NGO or similar institution, which demonstrates their familiarity with the financial operations and challenges specific to non-profit organizations.
