Job Overview:
The People & Culture Manager is responsible for overseeing the People and Culture (P&C) operations in Senegal, ensuring compliance with local laws and FHI 360 policies. This role encompasses a wide range of HR functions including recruitment, employee relations, performance management, learning and development, payroll, and benefits administration. The P&C Manager acts as the primary HR advisor to the country leadership team, ensuring that people practices align with the organization's strategic priorities. The position requires a strategic thinker who can influence leadership and manage competing priorities in a fast-paced environment. The P&C Manager will also be involved in shaping the P&C strategy for the country office, ensuring that the workforce is effectively managed and developed to meet organizational goals.

Duties and Responsibilities:
The duties and responsibilities of the People & Culture Manager include overseeing all country-level P&C functions and processes, providing strategic advice on workforce planning and talent management, and guiding HR issues such as policy application, training, and career development. The manager will collaborate with country office leadership and project management staff to align HR strategies with programmatic goals. Responsibilities also include managing employee relations, overseeing recruitment and onboarding processes, ensuring compliance with labor laws and organizational policies, conducting training workshops, managing payroll, and maintaining personnel files. The P&C Manager will supervise the P&C team, ensuring high levels of customer service and confidentiality, and will be responsible for implementing audit recommendations and ensuring compliance with local laws regarding employee declarations.

Required Qualifications:
Candidates must possess comprehensive knowledge of P&C management and local employment regulations. Strong leadership and staff development skills are essential, along with the ability to manage competing priorities effectively. The ideal candidate should have excellent written, oral, and interpersonal communication skills, and the ability to work collaboratively as part of a team. In-depth knowledge and experience in labor law, compensation, benefits administration, organizational planning, employee relations, and workplace safety are also required. Familiarity with donor funding requirements, particularly those related to U.S. Government, is advantageous.

Educational Background:
A Bachelor’s degree is required for this position, with a Master’s degree or HR certification preferred. The educational background should reflect a strong foundation in human resources management or a related field, equipping the candidate with the necessary skills to perform effectively in this role.

Experience:
Candidates should have 7 to 9 years of progressive HR experience, including management responsibilities. Experience in human resources within an international organization is considered an advantage, as it provides valuable insights into the complexities of managing HR in a global context.

Languages:
Fluency in both French and English is mandatory for this position, as effective communication in both languages is crucial for interacting with diverse stakeholders and managing HR functions in a bilingual environment.
