Job Overview: The consultant will support the project on women's access to green and climate finance in Senegal, specifically focusing on the demand for such financial services. This involves designing, structuring, and implementing a women's green entrepreneurship incubation program aimed at strengthening the capacities of women entrepreneurs. The consultant will work closely with ONU Femmes' team and will be under the direct supervision of the Regional Specialist in Gender and Green Economy. The role requires collaboration with various stakeholders, including government partners, private sector actors, and civil society organizations, to ensure the successful implementation of the project and to promote women's empowerment in the green economy.
Duties and Responsibilities: The consultant's responsibilities include:
Designing and structuring the women's green entrepreneurship incubation program, defining the conceptual framework, target groups, duration, curriculum, and support modalities.
Developing program reference tools, including conceptual notes and terms of reference, as well as pedagogical approaches and training content.
Implementing the incubation program with a pilot cohort of women entrepreneurs and grassroots women's organizations, conducting training sessions, providing individualized and collective technical support, and ensuring post-training follow-up.
Developing and implementing a sustainability and exit strategy for the program, identifying public and private institutional actors for program sustainability, evaluating existing programs for gaps and synergies, and integrating the program into their frameworks.
Engaging in structured dialogue with identified partners and supporting the gradual transfer of the program, including the capitalization and dissemination of best practices and lessons learned. All deliverables must be clear, actionable, and aligned with ONU Femmes' priorities and international best practices in gender-sensitive and climate finance.
Required Qualifications: The position requires a Master's degree or equivalent in economics, finance, gender studies, sustainable development, or a related field. A bachelor's degree combined with two additional years of relevant professional experience may be accepted in lieu of an advanced degree. Candidates must have at least 15 years of experience in entrepreneurship and incubation, focusing on women, social economy structures, and green sectors. Experience in designing and facilitating incubation and capacity-building programs, particularly in green entrepreneurship, is essential. Candidates should also have experience in developing institutional partnerships for program sustainability and integrating gender and inclusion into government programs and strategies. Experience in accessing green/climate finance and supporting women entrepreneurs is crucial. Previous work with ONU Femmes or other UN agencies is an asset. Strong analytical skills, results orientation, and the ability to work independently are required, along with excellent communication and writing skills in French.
Educational Background: A Master's degree or equivalent in economics, finance, gender studies, sustainable development, or a related field is required. A bachelor's degree combined with two additional years of relevant professional experience may be accepted in lieu of an advanced degree.

Languages: Fluency in French is mandatory, and knowledge of English is considered an asset.
Additional Notes: The consultant will be based in Dakar and will be required to participate in meetings in the city as well as field missions in other regions of Senegal. The presence at the ONU Femmes office is not mandatory for this mission. The payment schedule is structured based on the completion of specific deliverables, with percentages allocated to each milestone. The consultant is expected to adhere to ONU Femmes' policies and procedures, including a zero-tolerance policy on misconduct.
