Job Overview: The position of Associate Procurement Officer involves providing support for the execution of procurement processes for goods and/or services for the country office and other requesting units or agencies. The role requires implementing methodologies according to each requirement while adhering to the organization's Procurement Policies and Standards. The Associate will assist in reviewing, implementing, and monitoring the Procurement Plans of the country office, organizing and executing calls for each procurement process according to the relevant categories and strategies. This includes reviewing terms of reference, invitations, announcements, filling out forms and requests, organizing and facilitating the assignment of evaluation panels, drafting minutes, reviewing procurement cases, and presenting them to the Procurement Committees when necessary. The Associate will also prepare Purchase Orders, ensuring compliance with internal control frameworks and taking corrective actions on orders with budget verification errors. Additionally, the role involves advising projects on procurement policies and strategies, assisting in cases of non-compliance with delivery conditions, and collaborating to strengthen the knowledge and capacities of requesting units in procurement matters.
Duties and Responsibilities: The duties and responsibilities of the Associate Procurement Officer include:
Supporting the review, implementation, and monitoring of the Procurement Plans of the country office.
Organizing, coordinating, and executing calls for each procurement process according to the relevant categories and strategies.
Reviewing terms of reference, invitations, announcements, and filling out forms and requests.
Organizing and facilitating the assignment of evaluation panels and drafting minutes.
Reviewing procurement cases and presenting them to the Procurement Committees when necessary.
Communicating with bidders and processing contracts.
Preparing Purchase Orders while implementing the internal control framework.
Taking timely corrective actions on Purchase Orders with budget verification errors.
Supporting projects in the delivery process of complex Purchase Orders, ensuring all aspects of the logistics chain are successfully executed according to the contract and applicable customs regulations. 1
Advising projects on procurement policies and strategies, including complex aspects such as storage, product distribution, and consultancy development. 1
Assisting projects in cases of non-compliance with delivery or dispatch conditions at any point in the logistics chain. 1
Collaborating to strengthen the knowledge and capacities of requesting units in procurement matters. 1
Performing other activities assigned to support the management of the Procurement Unit based on experience and technical capacity.
Required Qualifications: The required qualifications for the Associate Procurement Officer position include:
Minimum of completed secondary education; a Bachelor's degree in Economics, Business Administration, Industrial Engineering, Social Sciences, Public Administration, or related fields is highly valued.
A minimum of 6 years of experience with secondary education or 3 years with a Bachelor's degree in progressively responsible procurement or contracting experience at the national or international level.
Proven experience in preparing, organizing, managing, and compiling technical files, terms of reference, bases, and evaluation matrices.
Experience in procurement procedures for goods and contracting services.
Intermediate and/or advanced knowledge in the use of computers and office software packages, especially Word, Excel, and PowerPoint.
Desired experience or familiarity with interpreting and applying the procurement policies, standards, and regulations of the United Nations or UNDP.
Experience or familiarity with UNDP's operating and reporting systems, including experience using an ERP system (e.g., Oracle Cloud, SAP, or PeopleSoft) is desirable.
Work experience in the United Nations system or international organizations will be considered an advantage.
Educational Background: The educational background required for the position includes a minimum of completed secondary education, with a Bachelor's degree in relevant fields such as Economics, Business Administration, Industrial Engineering, Social Sciences, Public Administration, or other related areas being highly valued.
Experience: The level of experience needed for the position includes a minimum of 6 years of experience with secondary education or 3 years with a Bachelor's degree in progressively responsible procurement or contracting roles at the national or international level. Candidates should have proven experience in managing procurement processes and a strong understanding of procurement policies and procedures.
Languages: Fluency in Spanish is required, with intermediate proficiency in English being desirable. Candidates should also have the ability to communicate effectively in both languages, as this will be essential for the role.
Additional Notes: This position is advertised as a Regular NPSA at level NPSA6, offering a default salary equivalent to S/7,684.93 soles plus additional benefits such as 8.33% for retirement pension, vacation, medical and life insurance.
