Job Overview:
The position of Especialista Técnico Pedagógico y de Gestión is crucial for supporting the various educational programs and projects implemented by UNESCO in Peru. The primary objective of this role is to provide technical-pedagogical and management support to ensure the quality and inclusivity of educational initiatives, particularly for vulnerable populations. The consultant will work under the authority of the head of the UNESCO office in Peru and will directly report to the Education Coordinator. This role involves the preparation of technical documents, monitoring and evaluation of educational programs, and ensuring compliance with quality standards. The consultant will also be responsible for coordinating inter-agency activities and participating in strategic discussions related to education, gender, disability, and migration. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve educational goals.

Duties and Responsibilities:
The duties and responsibilities of the Especialista Técnico Pedagógico y de Gestión include:
  • Management and preparation of technical documents related to the implementation of UNESCO's education sector work program in Peru, including Terms of Reference (TDR), thematic analyses, progress reports, final reports, executive summaries, situation notes, speeches, and presentations.
  • Monitoring and evaluation of programs and projects, including the Multiannual Inclusive Education Program (MYRP II) and the PRO Incluye program, ensuring that results are achieved, identifying alerts, and proposing adjustments to work plans as necessary.
  • Quality control and validation of products from the ECW–MYRP II and PRO Incluye programs, ensuring compliance with institutional quality standards before approval by the Education Coordinator.
  • Providing technical assistance in the implementation of complementary activities, such as teacher training programs and actions related to the protection of girls and adolescents.
  • Coordination with other institutions and participation in strategic spaces aligned with UNESCO's mandate, including seminars, workshops, and inter-agency meetings on gender, disability, migration, and other relevant topics.

Required Qualifications:
The required qualifications for this position include:
  • A degree in Education, Psychology, or related fields.
  • Completed postgraduate studies in education, public management, social sciences, or related areas.
  • A minimum of 10 years of professional experience in the field.
  • At least 8 years of experience in social programs/projects, with a preference for experience in the education sector.
  • Experience in five or more consultancies within the education sector.
  • The candidate must not have an active contract or appointment with the State.

Educational Background:
Candidates must possess a bachelor's degree in Education, Psychology, or a related field. Additionally, they should have completed postgraduate studies in education, public management, social sciences, or other relevant disciplines. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the educational programs and projects managed by UNESCO in Peru.

Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in the relevant profession. Candidates should have at least 8 years of experience working on social programs or projects, with a strong preference for those who have experience in the education sector. Furthermore, candidates should have completed five or more consultancies in the education field, demonstrating their expertise and ability to manage complex educational initiatives.

Languages:
The mandatory language for this position is Spanish, as the role will be conducted in Peru and will involve communication with local stakeholders. Proficiency in English is also desirable, as it may be necessary for reporting and collaboration with international teams.
