Job Overview: The Programme Associate (Resilience & Climate) position is integral to WFP's mission of enhancing the livelihoods of smallholder farmers and fisherfolk in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This role focuses on supporting the implementation of climate-resilient livelihoods programs that aim to improve market access and sustainability for these vulnerable communities. The Programme Associate will work within the Integrated Resilience team, reporting to the Market Systems and Livelihoods Officer, and will be responsible for providing technical and administrative support to ensure the effective delivery of the Integrated Resilience portfolio. This includes engaging with local government units (LGUs), civil society organizations (CSOs), and community members to promote climate-smart agricultural practices, facilitate market linkages, and strengthen local governance related to climate and environmental decision-making. The position requires a proactive approach to community engagement and a commitment to fostering resilience among smallholder farmers and fisherfolk.
Duties and Responsibilities: The Programme Associate will have a diverse set of responsibilities, including:
Supporting the planning, coordination, and monitoring of community-based climate-resilient activities, ensuring quality delivery of small to medium adaptation projects.
Promoting ecosystem-based livelihoods by collaborating with communities and cooperatives to identify regenerative practices and document their benefits.
Applying environmental and social safeguards by screening activities, collecting data, and ensuring risk mitigation at the field level.
Facilitating market linkages to enhance access for individuals and informal groups to farmer cooperatives or associations.
Strengthening local climate governance through participatory planning and integrating local knowledge into management plans.
Supporting LGUs in climate risk planning by collecting data and developing local adaptation and resilience plans.
Assisting in the preparation of documentation for grants or local financing related to climate adaptation measures.
Leading administrative functions such as progress monitoring, budget tracking, and logistical arrangements for field missions.
Building strategic relationships with partners and conducting capacity-building workshops and seminars. 1
Ensuring accurate and timely reporting on program activities and preparing visibility materials for communication purposes.
Required Qualifications: Candidates must possess a strong set of qualifications, including:
Completion of secondary education is required; a bachelor’s degree in Agriculture, Rural or Community Development, Climate Change, Development Economics, Nutrition, or a related field is highly desirable.
Experience in agricultural value chains and related sectors, including agroforestry, fish farming, and community mobilization, is considered an asset.
Familiarity with national policies and frameworks related to rural development, food systems, and climate change is essential.
Strong analytical, communication, and writing skills, with the ability to work under tight deadlines and manage multiple tasks.
Educational Background: The educational background required for this position includes a minimum of secondary education, with a strong preference for candidates holding a bachelor’s degree in relevant fields such as Agriculture, Rural Development, Climate Change, Development Economics, or Nutrition. This educational foundation is crucial for understanding the complexities of food security, climate resilience, and community development, which are central to the role.
Experience: The position requires at least six years of relevant experience in a public or private sector unit or department focused on project management, coordination, and program implementation. Candidates should have a proven track record in agricultural value chains, community mobilization, and rural development, demonstrating their ability to work effectively in both development and humanitarian contexts. Experience in engaging with government agencies and familiarity with national policies related to food systems and climate change will be advantageous.
Languages: Excellent knowledge of written and spoken English and Filipino is mandatory. Knowledge of the local language in BARMM is considered desirable, as it will facilitate better communication and engagement with local communities and stakeholders.
Additional Notes: This position is a full-time role based in Cotabato, Philippines, under a Service Contract (SC) for a duration of 12 months. It is open exclusively to Filipino nationals. The compensation package will be in accordance with WFP’s salary scale and includes medical coverage extendable to eligible dependents, leave benefits, and other applicable entitlements.
