Job Overview: The Programme Analyst on Sexual Reproductive Health (SRH) will play a crucial role in analyzing and assessing political, social, economic, and cultural trends that affect the delivery of UNFPA’s SRH programs in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This position involves close coordination with the SRH Team Leader at the UNFPA Country Office in Manila and requires the Analyst to serve as the focal point for the coordination, implementation, monitoring, and reporting of SRH activities. The Analyst will support the roll-out of SRH initiatives, track progress, and report on results while advocating for the availability and quality of SRH services. The role also includes providing technical guidance on integrating comprehensive SRH, HIV, and GBV services within primary health care systems, and working closely with various stakeholders to strengthen SRH services for vulnerable populations, including internally displaced persons. The Analyst will represent UNFPA in coordination mechanisms related to SRH and lead the SRH Sub-Cluster in the field, ensuring alignment with national and regional health plans and UNFPA’s strategic objectives.
Duties and Responsibilities: The Programme Analyst will be responsible for a variety of duties, including:
Programme Management and Coordination: Overseeing the planning, implementation, monitoring, and reporting of UNFPA SRH programmes, ensuring alignment with the UNFPA Country Programme and local sectoral plans.
Technical Support and Capacity Building: Collaborating with stakeholders to design and implement SRH projects, analyzing the SRH situation in BARMM, and providing technical support for advocacy and policy documents.
Partnerships, Advocacy, and Resource Mobilization: Contributing to the development of partnership and resource mobilization plans, representing UNFPA in coordination fora, and liaising with health and protection actors for emergency assessments.
Management Responsibilities: Maintaining communication with the Head of the Sub-Office and leading activities related to SRH communities of practice.
Additional duties as required by UNFPA leadership.
Required Qualifications: Candidates must possess an advanced university degree in medicine, public health, international development, social sciences, or related fields. A first-level university degree with four years of relevant experience may be accepted in lieu of the advanced degree. Candidates should have a minimum of two years of professional experience in maternal health or sexual and reproductive health and rights, with experience in programme/project management required for those with an advanced degree. For those with a Bachelor’s degree, at least four years of relevant experience is necessary. Knowledge of sexual reproductive health and rights, maternal health, family planning, and contraceptive technologies is essential, along with field experience in emergency and post-conflict contexts. Strong commitment to UNFPA's mandate and experience working with vulnerable communities is an asset.
Educational Background: An advanced university degree in medicine, public health, international development, social sciences, or related fields is required. Alternatively, a first-level university degree (Bachelor) in these fields, combined with four years of relevant experience, may be accepted in lieu of the advanced degree.
Experience: Candidates should have at least two years of professional experience in maternal health or sexual and reproductive health and rights, with programme/project management experience required for those with an advanced degree. For candidates with a Bachelor’s degree, a minimum of four years of relevant experience is necessary. Practical experience in designing, implementing, monitoring, and evaluating development projects is required, along with knowledge of conflict sensitivity and a 'do no harm' approach being an asset.
Languages: Fluency in oral and written English and Filipino is essential, with the ability to write clearly and concisely in both languages. Knowledge of local languages in UNFPA target states and regions, particularly major local dialects in BARMM, is considered an asset.
