Job Overview: The Social Norms Change Analyst will play a crucial role in shaping and implementing UNFPA's strategic approach to integrating gender-transformative and human rights-based approaches into its programming in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This position focuses on generating and utilizing evidence to inform decision-makers and policies that promote SRHR and challenge discriminatory gender and social norms that hinder women's and girls' rights and access to essential services. The Analyst will work closely with various stakeholders, including government agencies, civil society organizations, and UNFPA personnel, to ensure that gender-transformative strategies are effectively integrated into policies and programs. The role requires a commitment to addressing critical issues such as gender-based violence (GBV), child, early, and forced marriages and unions (CEFMU), and adolescent pregnancy, while promoting women's agency and decision-making.
Duties and Responsibilities: The Social Norms Change Analyst will be responsible for a wide range of duties, including:
Programme Management and Coordination: Supporting the planning, implementation, monitoring, and reporting of UNFPA Gender and Social Norms programs in the Sub-Office, ensuring alignment with the UNFPA Country Programme and responsiveness to local priorities.
Technical Support and Capacity Building: Providing technical and policy advisory support on gender equality and women's rights, coordinating evidence generation and synthesis to inform policies and programs, and facilitating capacity-building initiatives for UNFPA personnel and partners.
Partnerships, Advocacy, and Resource Mobilization: Contributing to the development of partnership and advocacy plans, supporting stakeholder engagement, and documenting best practices and lessons learned from UNFPA interventions.
Management Responsibilities: Maintaining communication with the Head of the Sub-Office and supporting the activities of relevant communities of practice within UNFPA.
Required Qualifications: Candidates must possess an advanced university degree in sociology, anthropology, social sciences, women's studies, public health, public administration, international relations, international development, law, or related fields, with a focus on social and gender norms change. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by two years of relevant experience. Applicants with a master's degree are not required to have professional work experience, but those with a bachelor's degree must have at least two years of relevant experience in advocacy for gender and social norms change. Experience in providing technical support for gender-transformative approaches and working on GBV prevention and response is desirable. Excellent interpersonal and communication skills are essential.
Educational Background: The position requires an advanced university degree in a relevant field such as sociology, anthropology, social sciences, women's studies, public health, public administration, international relations, international development, law, or other related fields, specifically focusing on social and gender norms change. A bachelor's degree may be accepted if accompanied by two years of relevant experience.
Experience: The ideal candidate should have a minimum of two years of relevant professional experience in advocacy for gender and social norms change, particularly in legislation, public policies, and programs. Experience in providing technical support for gender-transformative approaches at the national or sub-national level is desirable, as is experience in GBV prevention and response in both normal and humanitarian settings. Prior experience in developing, implementing, and monitoring work plans is also advantageous.
Languages: Fluency in oral and written English and Filipino is essential, with the ability to write clearly and concisely in both languages. Knowledge of local languages in UNFPA target states, particularly major dialects in BARMM, is considered an asset.
Additional Notes: The initial fixed-term appointment for this position is for one year, with the possibility of renewal based on satisfactory performance.
