Job Overview: The position of Individual Consultant for the Feasibility Study on an Extended Producer Responsibility (EPR) Scheme in Lesotho involves conducting a comprehensive analysis of the current waste management practices and the potential for implementing an EPR scheme. The consultant will be responsible for assessing the feasibility of such a scheme, which aims to hold producers accountable for the entire lifecycle of their products, including post-consumer waste. This role requires a deep understanding of environmental policies, waste management systems, and stakeholder engagement. The consultant will work closely with local authorities, businesses, and communities to gather data, analyze existing frameworks, and propose actionable recommendations. The assignment is expected to span 100 days over a period of 5 months, during which the consultant will need to deliver a detailed report outlining the findings and recommendations for the EPR scheme.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Conducting a thorough review of existing waste management practices in Lesotho.
Engaging with stakeholders, including government agencies, private sector representatives, and civil society organizations, to gather insights and data.
Analyzing the legal and regulatory framework related to waste management and producer responsibility in Lesotho.
Evaluating the economic implications of implementing an EPR scheme, including cost-benefit analysis.
Developing a comprehensive report that outlines the feasibility of the EPR scheme, including recommendations for implementation.
Presenting findings to relevant stakeholders and facilitating discussions on the proposed EPR scheme.
Providing ongoing support and guidance throughout the project duration to ensure successful outcomes.
Required Qualifications: Candidates must possess a strong background in environmental science, waste management, or a related field. A proven track record of conducting feasibility studies or similar assessments is essential. Additionally, the consultant should have excellent analytical skills, the ability to synthesize complex information, and experience in stakeholder engagement. Strong communication skills, both written and verbal, are necessary to effectively convey findings and recommendations to diverse audiences. Familiarity with the local context in Lesotho and previous experience working with UN agencies or similar organizations will be considered an asset.
Educational Background: A minimum of a Master's degree in Environmental Science, Waste Management, Public Policy, or a related field is required. Candidates with a PhD or equivalent experience in a relevant discipline will be given preference. Additional certifications or training in project management, environmental policy, or sustainability will be advantageous.
Experience: The ideal candidate should have at least 5 years of professional experience in environmental consulting, waste management, or related fields. Experience working on projects related to Extended Producer Responsibility or similar initiatives is highly desirable. Familiarity with the socio-economic and environmental challenges faced by Lesotho will be beneficial for this role.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Sesotho or other local languages will be considered a plus, as it may facilitate better engagement with local stakeholders.
Additional Notes: This position is a contract-based role for a duration of 100 days, spread over 5 months. It is a full-time consultancy position, and the consultant will be expected to work remotely with occasional travel to Lesotho as required for stakeholder meetings and data collection. The consultant will be compensated according to UNDP's standard rates for individual contractors, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
