Job Overview:
The Human Resources Officer position is crucial for the effective management of human resources within the WHO country office. The role involves overseeing recruitment and placement processes, ensuring that the organization attracts and retains qualified personnel. The officer will be responsible for processing applications, conducting evaluations, and maintaining candidate files. Additionally, the position requires participation in staff development initiatives, identifying training needs, and providing administrative support for training courses. The officer will also guide lower-level staff on HR policies and maintain HR-related databases, ensuring compliance with WHO standards and procedures. This role is integral to fostering a productive and efficient work environment that aligns with WHO's mission and values.

Duties and Responsibilities:
  • Manage the recruitment and placement process by processing applications for vacancies, preparing case files, and ensuring the transfer of candidate files between offices.
  • Participate in the selection process for General Service and National Professional Level positions, including evaluating and screening applications.
  • Initiate and follow up on reference checks and academic verifications, ensuring completion of pre-recruitment formalities.
  • Maintain vacancy announcement files and track the status of announcements.
  • Prepare agendas and documents for recruitment-related meetings.
  • Identify training needs for staff development and advise on the organization of training courses.
  • Provide logistics and administrative support to trainers.
  • Guide lower-level staff on HR policies and provide general office support services.
  • Maintain automated databases containing HR-related statistics and prepare periodic reports. 1
  • Perform various administrative duties, including leave recording and requests for office supplies.

Required Qualifications:
Candidates must possess a strong understanding of human resources management policies and procedures. Essential skills include excellent time management, stress management, and analytical skills. A good knowledge of WHO/UN procedures and HR practices is advantageous. Interpersonal skills, tact, discretion, and a customer-focused approach are critical for success in this role. The ability to produce high-quality work while managing one's workload effectively is also essential.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education, supplemented by administrative training. A university degree in business administration, social sciences, or a related field is desirable and considered an asset.

Experience:
Candidates should have at least eight years of progressive experience in administration, with a focus on HR management within the UN system. This experience should demonstrate a solid understanding of HR processes and the ability to manage complex administrative tasks effectively.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of Arabic is desirable, as it will facilitate communication within the local context and with Arabic-speaking stakeholders.

Additional Notes:
The position offers an attractive remuneration package, including an annual net base salary starting at USD 17,723, subject to mandatory deductions. Employees are entitled to 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
