Job Overview:
The Disease Surveillance Advisor will lead the implementation of epidemiology and surveillance activities under the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in the Philippines. This role involves aligning technical frameworks and approaches with normative guidelines, identifying partnership needs, and ensuring technical performance. The advisor will support planning and implementation activities to enhance quality and performance, contribute to project deliverables, and monitor budgets. They will also provide thought leadership and evaluate program effectiveness, working closely with project and headquarters teams.

Duties and Responsibilities:
The advisor will provide technical leadership in the implementation of epidemiology and surveillance activities, demonstrating strong judgment in selecting methods and evaluation criteria. They will guide project staff on epidemiological surveillance, coordinate with technical teams to ensure compliance with award requirements, and contribute to the development of multisectoral strategies. The advisor will also manage relationships with subcontractors, draft sub-awards, and represent FHI 360 at professional meetings. They will oversee the performance management of direct reports and ensure that project activities align with FHI 360 policies.

Required Qualifications:
Candidates must possess in-depth knowledge of epidemiologic research and public health surveillance concepts. They should have strong project management skills, the ability to set priorities, and a general understanding of the external environment affecting the industry. Excellent diagnostic, analytical, and problem-solving skills are essential, along with the ability to influence and negotiate effectively. Leadership skills and the ability to collaborate with colleagues and external partners are also required.

Educational Background:
A Master’s Degree or its international equivalent in Epidemiology, Public Health, or related health fields is required. A PhD is preferred, along with Project Management Certification or a PhD in Public Health. Relevant publications and experience in leading epidemiology and surveillance activities are also necessary.

Experience:
Typically, candidates should have 8+ years of relevant experience in designing and evaluating programs/services. Experience in leading epidemiology and surveillance activities in the Philippines and working with relevant partners is crucial. Prior work experience in NGOs, government agencies, or private organizations, particularly on large USG-funded projects, is preferred.

Languages:
Fluency in English and Tagalog is mandatory. Additional language skills may be beneficial but are not specified as requirements.

The position is based in a typical office environment with the ability to spend long hours on a computer. Local and regional travel of 10% - 25% may be required.
