Job Overview: The Senior Cash-Based Interventions Officer will serve as IOM’s global focal point for Cash-Based Interventions (CBI) and localization. This role involves working under the supervision of the Director of the Department of Humanitarian Response and Recovery (DHRR) and the Deputy Director of DHRR. The officer will contribute to strengthening institutional systems related to CBI, including policies, standard operating procedures, and risk controls. The position requires coordination with various departments and regional offices to maintain a community of practice for CBI, develop training materials, and facilitate workshops. The officer will also support regional offices in project proposal revisions and enhance the institutionalization of cash and markets programming within IOM. The role includes drafting reports on CBI initiatives, participating in assessments to identify countries for CBI programming, and contributing to the development and implementation of the IOM CBI strategy. The officer will also be responsible for enhancing institutional risk management for CBI operations and representing IOM at relevant external forums.
Duties and Responsibilities: The Senior Cash-Based Interventions Officer will have a comprehensive set of responsibilities, including: acting as the global focal point for CBI and localization; contributing to the development of institutional systems for CBI; maintaining a community of practice for CBI; developing and facilitating training materials and workshops; supporting regional offices in project proposal revisions; drafting reports on CBI initiatives; participating in assessments for CBI programming; contributing to the development and implementation of the IOM CBI strategy; enhancing institutional risk management for CBI operations; representing IOM at external CBI forums; coordinating surge support for country-level CBI operations; promoting innovative approaches to CBI; and contributing to the localization agenda in humanitarian response efforts.
Required Qualifications: Candidates must possess a Master’s degree in Humanitarian Operations, Economics, Development, Social Sciences, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the same fields with nine years of relevant experience is acceptable. Candidates should have extensive working experience in CBI programming, coordinating multi-sectoral humanitarian response activities, and a solid understanding of interagency CBI policy and humanitarian coordination systems. Knowledge of IOM protocols and procedures, current humanitarian issues, market analysis, and CBI design" style="border-bottom: 1px dotted #007bff !important;">program design is essential. Experience working with civil society organizations, UN agencies, and NGOs at various levels is also required.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Humanitarian Operations, Economics, Development, or Social Sciences from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have extensive experience in CBI programming across various sectors and types of humanitarian responses. This includes coordinating and implementing multi-sectoral humanitarian response activities, understanding interagency CBI policy, and having practical knowledge of IOM administrative protocols. Experience in humanitarian or post-crisis programming, as well as working with civil society organizations and UN agencies, is highly valued. Candidates should also demonstrate expertise in project development and monitoring and evaluation.
Languages: Fluency in one of IOM's official languages (English, French, Spanish) is required, with English being mandatory for this position. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
