Job Overview: The position of Project Analyst is integral to the operations of the Asian Development Bank's Turkmenistan Resident Mission (TKRM) within the Central and West Asia Department (CWRD). The successful candidate will be responsible for providing analytical support to ADB's projects and technical assistance portfolio in Turkmenistan. This role involves a variety of tasks including the day-to-day processing, implementation, and monitoring of projects, as well as supporting finance and administration activities. The Project Analyst will work closely with colleagues in the Sectors Division to ensure that projects are progressing as planned, both physically and financially. The role also includes responsibilities related to the preparation, implementation, and closure of Technical Assistance (TA) programs, ensuring that all processes are accurately recorded in ADB's systems. The Project Analyst will play a key role in maintaining the quality of internal databases and knowledge management practices, as well as organizing seminars and workshops related to projects and TAs. This position requires a proactive approach to support capacity building events and to assist with logistics for visiting missions, ensuring that all necessary arrangements are made efficiently and effectively.
Duties and Responsibilities: The duties and responsibilities of the Project Analyst include, but are not limited to: supporting the day-to-day processing, implementation, and monitoring of projects in coordination with Sectors Division colleagues; assisting in data collection and tracking project progress; ensuring compliance with project requirements; managing Technical Assistance (TA) programs throughout their lifecycle; maintaining accurate records in ADB's systems; overseeing the quality of internal databases; organizing project-related seminars and workshops; preparing materials for capacity building events; submitting Requests for Payment (RFP) for project expenses; supporting project inception and review missions; arranging logistics for visiting missions; providing data and analyses for mission reports; translating documents as needed; and performing any other duties as required by supervisors.
Required Qualifications: Candidates must possess a Bachelor's degree in engineering, finance, accounting, business administration, or related fields. Additionally, at least 5 years of relevant professional experience is required, particularly in the processing and implementation of development projects and technical assistance. Experience with international agencies is considered an advantage. Candidates should have knowledge of procurement, consultant recruitment, and disbursement processes, as well as experience in portfolio monitoring, data analysis, and reporting. Familiarity with capacity building, training, workshops, and knowledge management events is also essential. Strong written and verbal communication skills in English, Russian, and Turkmen are mandatory, along with proficiency in computer-based applications for word processing, spreadsheets, and database management, with advanced skills in Excel being a plus.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field such as engineering, finance, accounting, or business administration. This foundational education is crucial for understanding the complexities of project management and technical assistance in the context of development work.
Experience: The position requires at least 5 years of relevant professional experience. This experience should ideally include a background in the processing and implementation of development projects and technical assistance, particularly with international agencies. Candidates should demonstrate a strong understanding of project management principles and practices, as well as experience in monitoring and reporting on project progress.
Languages: Proficiency in English, Russian, and Turkmen is required for this position. Excellent written and verbal communication skills in these languages are essential for effective collaboration and reporting. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: This appointment is open to both internal and external applicants and is classified as a local staff position, specifically for nationals and permanent residents of Turkmenistan. The position is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial term, ADB may choose to renew the appointment based on various factors including the need for the specific skills and experience of the staff member, funding availability, and performance. There is no limit to the number of renewals up to the NRD, but this appointment is not convertible to a regular appointment.
