Job Overview:
The Policy Specialist position at UN Women in Haiti is pivotal in ensuring the successful implementation of ongoing work during a critical transition period in the country. The role involves overseeing the governance strategy, managing the development and implementation of integrated strategies for technical assistance, policy advocacy, and program support. The Policy Specialist will coordinate program implementation with various stakeholders, represent UN Women in meetings related to gender profiles and political processes, and develop capacity-building initiatives in the context of planned elections. This position is crucial for ensuring that the election process is gender-responsive and protective against electoral violence, thereby contributing to women's political participation and leadership in Haiti.

Duties and Responsibilities:
  • Oversee the implementation of a governance strategy, including normative initiatives, and manage the development of an integrated strategy for technical assistance and policy advocacy in Haiti.
  • Coordinate program implementation with stakeholders at the country, regional, and HQ levels.
  • Represent UN Women in meetings related to gender profiles and political processes.
  • Develop and monitor capacity-building initiatives for the planned elections.
  • Implement Women’s Political Participation (WPP) programs in alignment with corporate direction and UN policies.
  • Provide support for the development of gender profiles and engagement in gender audits and budgeting.
  • Support UN entities in mainstreaming gender into electoral assistance and joint programs.
  • Coordinate high-level advocacy on WPP and provide timely inputs for senior management.
  • Build and maintain alliances with civil society groups, academics, and NGOs for advancing WPP. 1
  • Manage advocacy, knowledge building, and sharing for WPP, including thematic support and policy recommendations. 1
  • Finalize documentation on donors and opportunities for resource mobilization, and manage donor relations related to WPP.

Required Qualifications:
  • An advanced university degree (master’s or equivalent) in political science, gender studies, law, human rights, international relations, or other social science fields is required.
  • A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • At least 5 years of progressively responsible experience in designing and managing programs advocating for gender equality and WPP, ideally in developing countries.
  • Experience in program and policy analysis, strategic planning, and building partnerships with governments, donors, and civil society organizations is required.
  • Experience with international organizations, preferably within the UN system, is desirable.
  • Proficiency in using computers and office software packages, including MS Word and Excel, is required. Experience with web-based management systems and ERP systems like Oracle Cloud is desirable.

Educational Background:
Candidates must possess an advanced university degree (master’s or equivalent) in relevant fields such as political science, gender studies, law, human rights, international relations, or other social sciences. A first-level university degree may be accepted if combined with additional qualifying experience.

Experience:
Candidates should have a minimum of 5 years of progressively responsible experience in design" style="border-bottom: 1px dotted #007bff !important;">program design and management, particularly in advocating for gender equality and women's political participation. Experience in developing countries and familiarity with program and policy analysis, as well as strategic planning, is essential. Additionally, experience in building partnerships with various stakeholders, including governments and civil society organizations, is required. Familiarity with international organizations, especially within the UN framework, is considered an asset.

Languages:
Fluency in French is mandatory for this position. A working knowledge of English is desirable, and knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is also considered beneficial.
