Job Overview:
The Surveillance Support Officer (SSO) will play a crucial role in the implementation of the EpiC/GHS project’s activities, specifically focusing on providing technical and operational assistance to the Regional and Local Epidemiology and Surveillance Units (RESUs/LESUs). This position is vital for the verification, investigation, and response to suspected outbreaks and public health events in designated regions, including Central Luzon, CALABARZON, MIMAROPA, the National Capital Region, and BARMM. The SSO will work closely with various teams within EpiC/GHS, including Zoonotic Diseases, Laboratory and Diagnostics, and Health Emergency Management, ensuring that all activities align with national priorities and strategies. The role requires a proactive approach to strengthen public health emergency response systems and enhance the capacity of local health authorities to manage outbreaks effectively.

Duties and Responsibilities:
  • Provide technical and operational leadership for Community Event-based Surveillance and Response (CESR), ensuring alignment with the Department of Health (DOH) priorities and national surveillance policies.
  • Support the project’s Senior Technical Specialist in implementing surveillance-related activities, including strengthening PIDSR and revitalizing EBS/CBS.
  • Assist in real-time outbreak investigations and enhance reporting quality and signal detection in collaboration with local health units.
  • Coordinate multi-sectoral surveillance activities for zoonotic diseases, participating in joint field investigations and outbreak simulation exercises.
  • Lead the development and implementation of CESR training packages, overseeing the Training of Trainers (ToT) and capacity-building activities for local health responders.
  • Support project management by developing workplans, coordinating with technical teams, and representing the project in various meetings.
  • Perform additional duties as assigned, particularly during public health emergencies.

Required Qualifications:
Candidates must possess a Bachelor’s degree in public health, epidemiology, or a related field, with a Master’s degree preferred. A solid background in emergency preparedness and response is also highly desirable. Applicants should have at least three years of combined national and international experience in disease surveillance programs and the development of surveillance systems. Training in Epidemiology and Surveillance, as well as Outbreak Response, is preferred. Knowledge of the International Health Regulations (IHR) and experience in preventive public health and epidemiological research are essential. Strong analytical skills and the ability to develop innovative solutions for surveillance system improvements are required, along with demonstrated leadership and mentoring capabilities.

Educational Background:
A Bachelor’s degree in public health, epidemiology, or a related field is required, with a preference for candidates holding a Master’s degree. Relevant training in epidemiology and outbreak response is also beneficial, as it equips candidates with the necessary skills to handle public health emergencies effectively.

Experience:
The position requires at least three years of relevant experience in disease surveillance programs, including the management of subteams and the development of disease surveillance systems. Experience in both national and international contexts is preferred, as it provides a broader understanding of public health challenges and responses.

Languages:
Fluency in English is mandatory, as it is essential for communication and reporting. Knowledge of Filipino or other local languages is considered an advantage, as it facilitates better interaction with local communities and stakeholders.

Additional Notes:
This position is based in Manila and may require domestic travel of at least 25%. The role is full-time and involves working under usual office conditions.
