This initiative aims to implement Ethiopia’s Productive Safety Net Programme (PSNP5) across various regions including Amhara, Oromia, and selected areas in Tigray from 2021 to 202
  • The program serves approximately 500,000 PSNP clients and focuses on enhancing food security and resilience among vulnerable populations. The International Food Policy Research Institute (IFPRI) is also involved in conducting evaluations and research related to the program, particularly focusing on youth empowerment and health issues.

Job Overview:
The consultant will play a crucial role in providing analytical and coordination support for two main activities under the SPIR II initiative. The first activity involves supporting the coding and analysis of financial expenditure data for the SPIR II cost study, which aims to evaluate the economic costs associated with the program. The second activity focuses on conducting quantitative analysis related to youth empowerment, sexual and reproductive health (SRH), and attitudes toward violence against women among rural youth in Ethiopia. This position requires a blend of analytical skills, research capabilities, and the ability to coordinate with various stakeholders involved in the program.

Duties and Responsibilities:
The consultant's responsibilities will be divided into two main activities. For Activity 1, the consultant will code financial expenditure data for one year, analyze economic costs incurred by PSNP clients, and integrate this data into consolidated summaries. Deliverables for this activity include a financial cost summary and an economic cost summary. For Activity 2, the consultant will review relevant literature, clean and organize longitudinal survey data, conduct statistical analyses to examine associations between youth empowerment indicators and attitudes toward violence, and prepare a draft research paper. Deliverables for this activity include an analytical/study plan, cleaned datasets, analysis code, and a draft research paper.

Required Qualifications:
The ideal candidate should possess strong analytical skills, experience in quantitative research methods, and familiarity with economic cost analysis. Proficiency in statistical software for data analysis is essential. The consultant should also have excellent communication skills to effectively coordinate with various stakeholders and present findings clearly. A background in social sciences, public health, or a related field is highly desirable.

Educational Background:
A minimum of a Master’s degree in a relevant field such as economics, public health, social sciences, or a related discipline is required. Advanced training in quantitative research methods and data analysis is preferred.

Experience:
Candidates should have at least 3-5 years of relevant experience in research, particularly in quantitative analysis and economic cost studies. Experience working in the context of food security, youth empowerment, or public health in Ethiopia or similar settings is an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in Ethiopia would be considered an asset, as it may facilitate communication with local stakeholders and participants.

The consultancy is expected to last for a total of seven months, with approximately 26 days dedicated to Activity 1 and 40 days for Activity
