Job Overview:
The National Project Officer will play a crucial role in supporting the day-to-day operations of the Climate Mobility Innovation Lab (CMIL) in Africa. This position involves implementing the CMIL programming, including the Risk Index for Climate Displacement (RICD) and the Climate Catalytic Fund (CCF). The officer will be responsible for project management tasks, internal and external communication, and liaising with IOM country offices and partners. The role requires a proactive approach to enhance the resilience of communities facing climate-induced displacement and to contribute to the development of methodologies and tools related to climate mobility.

Duties and Responsibilities:
  • Support the management and implementation of CMIL Africa projects, ensuring timely delivery of activities in alignment with IOM and donor requirements.
  • Collaborate with ICPAC and other partners to plan and execute the 1st Regional CMIL Climate Mobility Symposium in March 2026, including logistical arrangements and program development.
  • Contribute to the operational rollout of the Climate Catalytic Fund (CCF), including proposal calls, grant administration, and project monitoring.
  • Liaise with IOM Country Offices for troubleshooting and alignment with national priorities.
  • Coordinate engagement with external partners, including universities and NGOs.
  • Assist in monitoring, evaluation, and learning (MEL) of CMIL and CCF activities.
  • Draft technical reports and support internal and external communication efforts.
  • Facilitate coordination with internal IOM support functions to ensure compliance and smooth project operations.
  • Support budget monitoring and financial tracking for CMIL and CCF activities. 1
  • Organize workshops and capacity-building events related to climate mobility and displacement risk. 1
  • Contribute to risk analysis and contextual assessments. 1
  • Perform other duties as assigned in support of CMIL Africa’s strategic objectives.

Required Qualifications:
  • Master’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields with two years of relevant experience; or a Bachelor’s degree in the same fields with four years of relevant experience.
  • Experience in liaising with governmental authorities, UN agencies, and NGOs.
  • Knowledge of climate change adaptation, disaster risk reduction, and internal displacement issues.
  • Experience in organizing international events and workshops.
  • Demonstrated understanding of project development, implementation, monitoring, and evaluation.
  • Experience in grant management and collaboration with various stakeholders.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited institution. Alternatively, a Bachelor’s degree in these fields with additional relevant experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience in liaising with governmental authorities and international institutions, particularly in the context of climate change adaptation and disaster risk reduction. Candidates should have a proven track record in organizing international events and workshops, as well as experience in project development and grant management. Prior work experience with international humanitarian organizations or in a multi-cultural setting is advantageous. The ability to work independently while maintaining effective coordination with external partners across Africa is essential.

Languages:
Fluency in English is mandatory for this position, both oral and written. Candidates will be evaluated on their proficiency in English during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. National Professional Officers must be nationals of the country of employment. The appointment will be contingent upon medical fitness certification and verification of residency and visa requirements.
