Job Overview:
The Procurement Officer is primarily responsible for managing the asset inventory and overseeing the daily procurement activities within the company. Reporting to the Supply Chain Manager, the Procurement Officer plays a crucial role in ensuring that the procurement process runs smoothly from the initial request to the final delivery of goods, works, and services. This position involves providing assistance in developing solicitations and advising staff on defining the requirements for proposed procurements. The Procurement Officer is expected to interpret laws, policies, and regulations that affect requisitions and purchase order processing, ensuring compliance throughout the procurement cycle. Additionally, the role includes conducting pre-bid conferences with potential vendors, reviewing specifications for Requests for Proposals, obtaining necessary approvals, negotiating and awarding contracts, and tracking company purchases and contracts through monthly and annual reports. The Procurement Officer will also be responsible for initiating required changes in QuickBooks, ensuring that all procurement activities align with the company's strategic goals and objectives.

Duties and Responsibilities:
The Procurement Officer will assist in selecting appropriate suppliers and contractors, promoting good procurement practices while adhering to ethical purchasing standards and company policies. Key responsibilities include drafting service level agreements to evaluate supplier performance regularly, collaborating with internal stakeholders to determine procurement needs, and ensuring quality and delivery requirements are met. The officer will be responsible for order placement timing, aligning supply and demand, and managing material replenishment and supplier performance. Continuous monitoring and evaluation of supplier performance according to established service level agreements will be essential. The Procurement Officer will control and monitor expenses against approved budgets, develop sourcing strategies, and target cost-saving initiatives. Responsibilities also include negotiating and managing payment terms, maintaining contracts with vendors, reviewing and updating inventory, receiving and inspecting orders, reconciling order discrepancies, monitoring delivery times, and maintaining good relationships with suppliers. The officer will coordinate annual overseas orders, barcode assets, update the asset register, conduct annual asset stock takes, ensure timely submission of accounts for vendor payments, and perform necessary administration and reporting tasks. This role may also involve making policy analyses and recommendations regarding lease or purchase decisions.

Required Qualifications:
The ideal candidate for the Procurement Officer position should possess a Bachelor's degree in finance, Supply Chain, Procurement, Operations, or a related field. Professional experience is crucial, with a minimum of 5 years in coordinating Supply Chain and Procurement functions, including at least 3 years in the Pharmaceuticals sector. Experience in Fast-Moving Consumer Goods (FMCG) is considered advantageous. Familiarity with outsourced service management is also beneficial. Strong communication and interpersonal skills are essential for effective collaboration with internal and external stakeholders. Technical proficiency in relevant financial software and tools is required, with experience in QuickBooks Enterprise Edition or similar ERP systems being highly desirable. The candidate should demonstrate skills in initiating action, decision-making, innovation, and achieving results.

Educational Background:
A Bachelor's degree in finance, Supply Chain, Procurement, Operations, or a related field is required for the Procurement Officer position. This educational background provides the foundational knowledge necessary for understanding the complexities of procurement processes and supply chain management.

Experience:
The position requires a minimum of 5 years of professional experience in coordinating Supply Chain and Procurement functions.
