Job Posting Organization:
The position is located within the DPPA-DPO Peacebuilding and Peace Support Office (PBPSO), Justice and Corrections Service (JCS) of the United Nations. JCS serves as a center of expertise on justice, corrections, and related rule of law areas within the United Nations Secretariat. It supports the work of justice and corrections components in United Nations peace operations and other UN entities, assisting host countries in delivering essential justice and prison services, strengthening criminal justice systems, and facilitating rule of law reforms. Job Overview:
The Corrections Officer (P-3) will report to the Chief of JCS (D-1) or their delegate and will be responsible for various functions related to policy and guidance, mission planning and support, staffing, and coordination mechanisms. The role involves contributing to the development of program management and evaluation frameworks for corrections in peacekeeping, supporting the development of best practices and guidance materials, and preparing reports and briefing notes for headquarters. The officer will also participate in planning corrections aspects of peace operations, conduct periodic reviews of correction programs, and provide operational support to field staff. The position requires collaboration with various stakeholders and the establishment of external partnerships to enhance corrections programs in peace operations.

Duties and Responsibilities:
The duties and responsibilities of the Corrections Officer include:
  • Policy and Guidance: Contributing to the development of program management frameworks, drafting project proposals, and organizing seminars and workshops.
  • Mission Planning and Support: Participating in field planning missions, drafting planning documents, and reviewing corrections programs.
  • Staffing: Involvement in recruitment processes for professional staff and interns, and assisting in developing job descriptions for Government Provided Personnel.
  • Coordination Mechanisms: Supporting the establishment of coordination mechanisms and engaging with external partners to enhance corrections programs.
  • Providing operational and strategic support to field staff and organizing briefing visits for senior staff.

Required Qualifications:
Candidates must possess in-depth knowledge of justice, penal, and corrections systems, along with excellent drafting skills. They should demonstrate strong analytical and evaluative skills, the ability to conduct independent research, and a commitment to gender perspectives in their work. The ideal candidate will be conscientious, efficient, and motivated by professional concerns, showing persistence in overcoming challenges and maintaining calm in stressful situations. Teamwork and collaboration are essential, as is the ability to plan and organize effectively, adjusting priorities as necessary.

Educational Background:
An advanced university degree (Master's Degree or equivalent) in law, criminal justice, or social sciences is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible professional experience in corrections or the justice sector is required. Candidates must have at least one year of experience providing technical assistance for the development of prison systems or other parts of the justice sector in transitional, developmental, or post-conflict settings. Experience in developing corrections policy, supporting criminal justice reform initiatives, and project management is desirable. Additionally, at least one year of experience at United Nations Headquarters is required.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency specified according to the UN Language Framework.
