Job Overview:
The Local Coordinator & NDC Advisor will provide essential on-the-ground support for UNEP CCC experts, assisting in logistics, data gathering, and stakeholder coordination. This role is pivotal in ensuring the successful implementation of the NDC-PAF funded project aimed at developing Mauritius' NDC 3.0 for the period 2025-203
  • The consultant will be responsible for coordinating project activities locally, developing a stakeholder engagement plan, and reporting progress to the Project Manager at UNEP-CCC. The position requires a proactive approach to lead data collection efforts for emission projections and GHG emission reduction scenarios, as well as facilitating stakeholder consultations to identify and prioritize mitigation and adaptation measures. The consultant will also support the preparation and delivery of workshops and training sessions, ensuring alignment with national needs and ongoing activities in the country.

Duties and Responsibilities:
The consultant's duties will include coordinating local project activities, developing a stakeholder engagement plan, leading data collection for emission projections and GHG reduction scenarios, coordinating stakeholder consultations, and supporting the development of climate impact assessments. The consultant will also assist in preparing and organizing workshops and training sessions, ensuring that all processes align with national needs and are in close coordination with relevant sectoral institutions. Additional responsibilities include reviewing and providing input on deliverables, conducting consultations with various stakeholders, and ensuring effective communication and engagement throughout the project lifecycle. The consultant will be expected to work closely with UNEP-CCC experts and provide ad-hoc support as needed.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in natural sciences or engineering, with postgraduate studies in climate change or related fields. A minimum of 7 years of relevant work experience is required with a Bachelor's degree, or a minimum of 5 years with a Master's degree. Practical experience of over 9 years in climate change issues, particularly related to both adaptation and mitigation, is essential. Experience in formulating and monitoring Nationally Determined Contributions (NDCs) and demonstrated capacity-building experience in climate action within the private sector or government is also required. Relevant consulting experience and concrete experience in Mauritius on climate change topics with public institutions are mandatory.

Educational Background:
The position requires an advanced university degree (Master’s or equivalent) in natural sciences or engineering, with a preference for candidates who have completed postgraduate studies in climate change or related fields. This educational background is crucial for understanding the complexities of climate issues and for effectively contributing to the development of the NDC 3.0.

Experience:
The consultant should have a minimum of 7 years of relevant work experience with a Bachelor's degree or at least 5 years with a Master's degree. Candidates must have practical experience of more than 9 years specifically focused on climate change issues, including both adaptation and mitigation strategies. Experience with the formulation and monitoring of Nationally Determined Contributions (NDCs) is essential, along with demonstrated experience in building capacity for climate action in the private sector or with government entities.

Languages:
Fluency in written and spoken English is required for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within the UNEP and for this consultancy role.

Additional Notes:
The consultancy is part-time and expected to last for 8 months. The consultant will work closely with UNEP-CCC experts and will not be required to travel internationally. The position is focused on local engagement and support for the NDC 3.0 update process in Mauritius.
