DRC is dedicated to addressing the needs of one of the largest displaced populations in Africa, which includes over 3.7 million internally displaced people and more than 1.1 million refugees from countries such as South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen, and Syria. The organization is committed to providing effective humanitarian assistance amidst the ongoing political crisis and economic turmoil in Sudan, which has been exacerbated by rising food and energy costs, disease outbreaks, and persistent conflict.

Job Overview:
The Accountability Officer plays a critical role in ensuring that the Danish Refugee Council maintains high standards of accountability and transparency in its operations. This position is responsible for overseeing monitoring and evaluation processes, establishing community feedback mechanisms, ensuring compliance with organizational policies and standards, and promoting transparency within the organization. The Accountability Officer will work closely with Monitoring, Evaluation, Accountability, and Learning (MEAL) staff, designated project focal points, and Community Feedback Mechanism (CFM) focal points across all projects and bases. The role is essential for fostering trust with beneficiaries, donors, and stakeholders, ensuring that the organization’s operations are ethical, effective, and responsive to community needs. The Accountability Officer will also be tasked with capacity building and detailed reporting on accountability measures, ensuring that the development and implementation of efficient, accountable, and measurable programs are achieved in areas where DRC operates.

Duties and Responsibilities:
Under the direct supervision of the MEAL Manager, the Accountability Officer will provide efficient and effective project support to DRC projects assigned to them. Key responsibilities include: receiving, processing, and responding to beneficiary feedback and complaints; guiding beneficiaries seeking help through DRC hotline, field visits, and other feedback mechanisms; coordinating with MEAL Officers from all DRC bases to ensure timely feedback regarding complaints; maintaining an efficient system for collecting, processing, and analyzing feedback data; compiling and analyzing feedback data to produce comprehensive monthly reports; establishing strong working relationships with CFM focal points across various regions; conducting regular meetings with Area Managers to promote accountability; ensuring that CFM help desks are set up during program distributions; collaborating with program teams to disseminate information on CFM channels; conducting awareness campaigns during field visits; building the capacity of staff and partners on DRC’s accountability principles; regularly reviewing and updating SOPs and training materials; representing DRC at relevant meetings; and carrying out other duties as requested by the MEAL Manager.

Required Qualifications:
Candidates must possess a minimum of two years of experience in a relevant position related to humanitarian accountability, gender, social inclusion/protection issues, and Monitoring, Evaluation, Accountability, and Learning (MEAL). Proficiency in Microsoft Word, PowerPoint, and Excel is required, along with excellent report writing skills. Previous experience in international NGOs or institutions is considered a strong advantage. Candidates should also demonstrate excellent interpersonal skills and the ability to work successfully in a multicultural environment.

Educational Background:
A Bachelor’s degree in social science, business, development, or a related field is required for this position. This educational background is essential to understand the complexities of humanitarian work and the principles of accountability and transparency in such contexts.

Experience:
The position requires a minimum of two years of relevant experience in humanitarian accountability, gender, social inclusion/protection issues, and Monitoring, Evaluation, Accountability, and Learning (MEAL). This experience is crucial for effectively managing feedback mechanisms and ensuring compliance with organizational standards.

Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in both languages is essential for effective communication with beneficiaries, stakeholders, and team members in the diverse operational environment of Sudan.

Additional Notes:
The position is offered as a national contract with a duration of six months. The salary range starts from USD 1225.00, and the duty station is negotiable between Gadaref and Port Sudan. The start date is as soon as possible, and the closing date for applications is set for 22/2/202
