Job Overview: The Project Associate position is integral to the successful implementation of the Dalan Digital Project in Timor-Leste, which aims to enhance digital governance and public service delivery through improved digital infrastructure. The role involves providing comprehensive administrative, operational, and logistical support to ensure that project activities are executed in accordance with UNDP rules and procedures. The Project Associate will collaborate closely with the project team, government counterparts, service providers, and other stakeholders to facilitate project planning, execution, monitoring, and reporting. This position is crucial for fostering digital inclusion and improving the quality of public services, thereby contributing to a more digitally empowered society in Timor-Leste.
Duties and Responsibilities: The Project Associate will be responsible for a variety of tasks that ensure the smooth operation of the Dalan Digital Project. Key responsibilities include: 1) Assisting in the formulation of the Project Annual and Quarterly work plans, with a focus on human resource and procurement plans. 2) Supporting project management activities related to administration, finance, procurement, and human resource management. 3) Organizing workshops, seminars, learning events, and training sessions, including venue arrangements, logistics, transportation, and documentation. 4) Coordinating logistics for field visits by the project team. 5) Ensuring that project-related documents are properly documented and that project assets are managed effectively. 6) Assisting in managing contracts with responsible parties and contractors, budget revisions, and preparing quarterly financial reports. 7) Reviewing and ensuring compliance of all payment requests, requisitions, and vouchers with UNDP Rules and Regulations. 8) Supporting the project admin and finance officer in processing travel requests and claims, ensuring timely corrections on financial or budget errors. The incumbent will also perform other duties as necessary for the efficient functioning of the office and organization.
Required Qualifications: Candidates must possess a secondary education as a minimum requirement. A university degree (Bachelor’s degree) in Business Administration, Public Administration, Social Sciences, International Relations, or a related field will be given due consideration, although it is not mandatory. The role requires a strong understanding of project management and operations, as well as experience in office management, administration, finance, or program support. Candidates should demonstrate the ability to effectively manage resources, communicate clearly, and engage with a diverse range of stakeholders.
Educational Background: The educational background required for this position includes at least a secondary education. A Bachelor’s degree in relevant fields such as Business Administration, Public Administration, Social Sciences, or International Relations is preferred but not essential. This educational foundation will equip candidates with the necessary skills to navigate the complexities of project management and operational support within the UNDP framework.
Experience: The position requires a minimum of 6 years of relevant work experience for candidates with secondary education, or 3 years for those with a Bachelor’s degree. Experience should be in areas such as office management, administration, finance, or program support. Candidates with experience in international development organizations, particularly those familiar with UN/UNDP procedures and tools, will be highly regarded. Additionally, experience in organizing events and managing logistics is essential for this role.
Languages: Fluency in English and Tetum, both written and spoken, is mandatory for this position. A working knowledge of Portuguese is highly desirable, as it will enhance communication with a broader range of stakeholders and facilitate collaboration within the project.
