Job Overview:
The Programme Analyst position is integral to the UNFPA Pacific Sub-Regional Office in the Federated States of Micronesia. The role involves supporting the implementation of the UNFPA PSRO Programme at both national and sub-national levels, ensuring that strategic interventions align with the 2030 Agenda, the ICPD Programme of Action, and the UNFPA Strategic Plan. The Programme Analyst will contribute to the analysis of political, social, and economic trends, providing substantive input for program formulation, implementation, monitoring, and evaluation. This position requires collaboration with government counterparts, donor agencies, and civil society to address emerging issues and influence national counterparts positively. The Programme Analyst will also support the provision of policy advice and technical support for the effective delivery of the UNFPA Multi-Country Programme, ensuring that the country program is firmly placed within the context of national development processes and the global development agenda.

Duties and Responsibilities:
The Programme Analyst will be responsible for several key roles under the supervision of the Assistant Representative for the Micronesia MCOs. These include assisting in the development and implementation of program delivery, monitoring activities within the geographical/thematic responsibility, and providing support for the preparation of periodic and annual reports. The Analyst will monitor project expenditures and disbursements, assist with coordination of meetings with implementing partners, and support training needs of counterparts. Additionally, the role involves contributing to the development of partnerships with UN agencies, government institutions, and donors, as well as analyzing and documenting knowledge about population and development trends. The Analyst will also provide day-to-day support to the country offices and sub-regional office management needs, ensuring effective communication and collaboration across various stakeholders.

Required Qualifications:
Candidates must possess an Undergraduate University Degree (Bachelors) in Management, International Development, Sociology, Economics, Demography, International Relations, Public Administration, Public Health, Medicine, or a related field. A minimum of four years of professional experience in program or project support, capacity development, or international development-related work is required. Experience in advocacy and knowledge management, as well as liaising with government authorities and organizations, is essential. Strong research and analytical skills, familiarity with Microsoft Office applications, and previous experience with UN organizations are considered assets.

Educational Background:
The educational requirement for this position is an Undergraduate University Degree (Bachelors) in relevant fields such as Management, International Development, Sociology, Economics, Demography, International Relations, Public Administration, Public Health, Medicine, or related disciplines. This educational background is crucial for understanding the complexities of international development and program management.

Experience:
The position requires a minimum of four years of professional experience in program or project support, capacity development, or international development-related work. Candidates should have experience in advocacy and knowledge management, as well as in liaising with government authorities and other organizations. Field experience and strong research and analytical skills are highly valued, and familiarity with Microsoft Office applications is necessary. Previous experience with UN organizations is an asset, enhancing the candidate's understanding of the UN system and its operations.

Languages:
Fluency in English and the national language of the Federated States of Micronesia is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in English and the local language to effectively engage with stakeholders and implement programs.

This position is open only to nationals of the Federated States of Micronesia.
