Job Overview:
The Deputy Field Coordinator for Programs (DFCP) is responsible for leading and supervising the implementation of programs in West and Central Darfur. This role is crucial in aligning with SI's annual country strategy and adapting to the evolving humanitarian needs in the region. The DFCP will support the design and implementation of multi-sectoral projects, ensuring the quality of project execution through direct management of Program Managers and oversight of local partners. Additionally, the DFCP will assist the Field Coordinator in representing the organization in external meetings as delegated. The position faces significant challenges, including a high volume of activities, the need for support in structuring the Central Darfur office, and access difficulties, particularly during the rainy season. Initial priorities for the DFCP include leading and supporting Program Managers in planning and executing activities, aiding in the capacity building of the Central Darfur team, and contributing to the development of a multi-year programmatic strategy for both Central and West Darfur.

Duties and Responsibilities:
The DFCP will oversee the implementation of various humanitarian programs, ensuring they meet the needs of the affected populations. Responsibilities include:
  • Leading the planning and execution of multi-sectoral projects in West and Central Darfur.
  • Managing and mentoring Program Managers to enhance project delivery and effectiveness.
  • Conducting regular assessments to identify the needs of IDPs and host communities.
  • Collaborating with local partners to ensure effective program implementation.
  • Representing SI in external meetings and forums, particularly in discussions related to humanitarian response strategies.
  • Monitoring and evaluating program outcomes to ensure alignment with SI's strategic objectives.
  • Addressing challenges related to access and security" style="border-bottom: 1px dotted #007bff !important;">security in the operational areas.
  • Supporting the development of training and capacity-building initiatives for local staff and partners.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in a relevant field such as business or international relations. A minimum of 3-4 years of experience in the humanitarian sector is required, with 0-2 years in a similar position. Candidates should demonstrate strong project management skills, particularly in managing large portfolios and multi-million dollar projects. Additionally, expertise in various sectors such as WASH, Shelter/NFI, Food Security and Livelihoods (FSL), and Cash and Voucher Assistance (CVA) is essential. Skills in proposal and report writing, as well as conflict sensitivity, are also necessary.

Educational Background:
The position requires a Bachelor’s or Master’s degree in a relevant field, which could include business, international relations, or other related disciplines. This educational background is crucial for understanding the complexities of humanitarian work and effectively managing programs in challenging environments.

Experience:
The ideal candidate should have 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar role. This experience is vital for navigating the challenges of program implementation in conflict-affected areas and for leading teams effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external partners. Proficiency in Arabic is considered a strong asset, enhancing communication with local communities and stakeholders.

  • The role is based in West and Central Darfur, which presents a volatile security context. The salary for this position starts at EUR 2,475 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation and travel expenses. The organization implements a system of breaks during the assignment, allowing for time off every three months, along with an additional rest day for each month worked. Expatriates are also provided with a comprehensive insurance package covering healthcare expenses and essential vaccinations.
