Job Overview: The position of Technical Consultant for Road Safety is aimed at providing specialized technical support to the project team working on the initiative titled 'Investing in Mongolia’s Safer Roads: Developing national road safety budgets and investment strategies.' This role is crucial for enhancing road safety in Mongolia by developing effective budgeting and investment strategies that align with national priorities. The consultant will be expected to engage with various stakeholders, including government agencies, to ensure that road safety measures are integrated into national planning processes. The consultant will work for a total of 30 working days over a period of two months, contributing to the overall goal of improving road safety and reducing traffic-related fatalities and injuries in Mongolia.
Duties and Responsibilities: The Technical Consultant will be responsible for a range of duties including but not limited to: conducting a comprehensive analysis of current road safety budgets and investment strategies; providing recommendations for improving the allocation of resources towards road safety initiatives; collaborating with government officials and other stakeholders to gather data and insights; preparing detailed reports and presentations on findings and recommendations; facilitating workshops and training sessions to enhance the capacity of local stakeholders in road safety budgeting; ensuring that all activities are aligned with UNDP’s strategic objectives and national policies; and monitoring and evaluating the impact of implemented strategies on road safety outcomes.
Required Qualifications: Candidates must possess a strong background in road safety, public policy, or a related field. A proven track record of working on road safety projects or similar initiatives is essential. The consultant should have excellent analytical skills, with the ability to interpret complex data and provide actionable recommendations. Strong communication and interpersonal skills are required to effectively engage with various stakeholders. Familiarity with the UNDP procurement process and experience working in a multi-stakeholder environment will be considered an asset.
Educational Background: A minimum of a bachelor’s degree in civil engineering, public policy, transportation planning, or a related field is required. A master’s degree in a relevant discipline will be considered an advantage. The educational background should reflect a strong understanding of road safety principles and practices, as well as experience in project management and implementation.
Experience: The ideal candidate should have at least 5 years of professional experience in road safety, transportation planning, or public policy. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable. The candidate should demonstrate a history of successful project delivery and stakeholder engagement, particularly in developing countries or transitional economies.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Mongolian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work. Additional languages may be considered an asset, particularly those relevant to the region.
Additional Notes: This position is for an individual contractor and is expected to be a short-term engagement lasting for 30 working days over a two-month period. The consultant will be expected to work flexibly and may need to adjust their schedule to meet project deadlines. The role is part-time and will require the consultant to submit proposals through the UNDP supplier portal. Compensation details will be discussed during the negotiation phase, and the consultant will be expected to adhere to UNDP’s policies and procedures throughout the engagement.
