Job Overview: As a Project Analyst at the Pakistan Resident Mission (PRM) within the Central West Asia Department (CWRD), you will play a crucial role in supporting country operations. Your primary responsibilities will include providing analytical support for the processing and implementation of projects and technical assistance (TAs) in assigned sectors. You will be involved in project administration, overseeing progress, monitoring contract awards and disbursements, and ensuring compliance with project covenants. Additionally, you will assist in the design and delivery of capacity development initiatives, coordinate country programming exercises, and maintain databases related to country programs. Your role will require collaboration with various stakeholders, including government agencies and implementing partners, to ensure effective project execution and adherence to ADB guidelines.
Duties and Responsibilities: The duties and responsibilities of the Project Analyst include:
Contributing to the preparation of project and technical assistance processing, including drafting concept papers and Project Administration Manuals (PAM).
Overseeing project and TA progress, updating performance details in ADB systems (eOps/SovOps), and monitoring contract awards and disbursements.
Participating in missions and project progress review meetings, maintaining records to track compliance with project and TA covenants, and taking necessary follow-up actions.
Supporting the country programming exercise by maintaining databases, visualizing country program data, and coordinating with team leaders to ensure information accuracy.
Organizing country and sectoral portfolio reviews, preparing meeting minutes, and following up on agreed actions.
Compiling and processing data for the PRM-related portfolio and programming, alerting the Country Operations Head about potential risks.
Acting as the focal point for data requests from government agencies and coordinating responses.
Supporting capacity development projects by assisting in workshop design and delivery, and managing capacity supplementation experts.
Performing additional tasks as assigned and required by the Country Operations Head.
Required Qualifications: To qualify for the Project Analyst position, candidates must possess a Bachelor's degree in business administration, engineering, economics, accounting, computer science, data science, or related fields. Additionally, candidates should have at least 5 years of experience in analytical and operational support for project or technical assistance processing, implementation, and monitoring. Experience in multi-lateral development bank funded projects or international agencies is preferred. Candidates should demonstrate strong skills in background research, data collection and organization, and maintaining productive professional relationships with stakeholders. Proficiency in required information technologies, particularly advanced skills in Excel spreadsheets, is an advantage. Familiarity with local languages and institutions is also beneficial.
Educational Background: Candidates must hold a Bachelor's degree in a relevant field such as business administration, engineering, economics, accounting, computer science, data science, or related disciplines. This educational background is essential for understanding the complexities of project analysis and implementation within the context of development banking.
Experience: The position requires a minimum of 5 years of relevant experience in analytical and operational support for project or technical assistance processing, implementation, and monitoring. Candidates with experience in multi-lateral development bank funded projects or international agencies will be given preference. The role demands a strong understanding of project management processes and the ability to coordinate effectively with various stakeholders.
Languages: Proficiency in written and verbal English is mandatory for this position. Familiarity with local languages is considered an asset, as it can enhance communication and collaboration with local stakeholders and government agencies.
Additional Notes: This appointment is open to both internal and external applicants and is classified as a local staff position, specifically for nationals and permanent residents of Pakistan. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organization's needs. The position is not convertible to a regular appointment.
