Job Overview: The UNV Logistics and Procurement Specialist will play a crucial role in the Pandemic Fund project implemented by the WHO Country Office in Kazakhstan. The specialist will be responsible for identifying procurement methods, conducting market research, and managing supplier relationships to ensure the successful renovation of laboratories. The role requires effective communication and negotiation skills, as well as the ability to prepare detailed procurement documentation and reports. The specialist will also supervise laboratory renovation works, ensuring compliance with quality, safety, timelines, and budgetary constraints. This position is integral to the project's success and requires collaboration with various stakeholders, including government ministries and civil society groups.
Duties and Responsibilities: The duties and responsibilities of the UNV Logistics and Procurement Specialist include:
Identifying appropriate procurement methods and potential suppliers.
Conducting market research to identify qualified suppliers and contractors for laboratory renovation works.
Issuing offers solicitations and negotiating with suppliers as necessary.
Evaluating and analyzing received offers and recommending awarded suppliers.
Preparing technical evaluation committee reports as requested.
Communicating with specialized units to obtain procurement technical/admin approvals.
Preparing relevant procurement documents, including adjudication reports and analysis sheets.
Generating procurement reports and briefings on transaction statuses.
Acting as a backup for customs clearance and logistical arrangements for importing goods. 1
Supervising and monitoring laboratory renovation works to ensure compliance with quality, safety, timelines, and budget. 1
Tracking progress of renovation activities and proposing corrective actions as needed. 1
Supporting financial tracking of procurement and renovation expenditures. 1
Preparing progress updates, reports, and documentation related to procurement and renovation activities. 1
Supporting the handover, acceptance, and closure of renovation works and related contracts. 1
Performing any other related tasks as assigned by the supervisor.
Required Qualifications: The ideal candidate for the UNV Logistics and Procurement Specialist position should possess strong analytical and negotiation skills, with a proven ability to manage procurement processes effectively. Additional Notes: This position is a national UN Volunteer role based in Astana, Kazakhstan. The contract duration is typically for a specified period, with the possibility of extension based on project needs and performance. The role is full-time, and the selected candidate will receive a Volunteer Living Allowance of USD 1173 per month, along with additional benefits such as a pre-assignment entry lump sum, access to learning resources, annual leave, and private insurance coverage.
