Job Overview: The Gender Officer position is situated within the Gender Equality Division (CCGE) of the Climate Change and Sustainable Development Department (CCSD) at ADB. This role is pivotal in supporting, monitoring, and reporting on gender equality outcomes across ADB operations. The Gender Officer will provide technical support to various teams, including regional, thematic, and sectoral teams, ensuring that gender equality is integrated into project designs and outcomes. The position involves processing and administering loans, grants, and technical assistance focused on gender equality, as well as providing operational and coordination support at both the regional and developing member country (DMC) levels. The Gender Officer will also engage in knowledge management, policy dialogue, and oversight of the division's gender mainstreaming portfolio, which includes technical assistance projects and activities. This role is essential for fostering gender equality within ADB's operations and ensuring that gender considerations are effectively incorporated into all relevant projects and programs.
Duties and Responsibilities: The Gender Officer will undertake a variety of responsibilities, including but not limited to: supporting the incorporation of gender equality outcomes in projects and programs by collaborating closely with thematic, sector, and regional teams; providing technical support in the identification, development, and implementation of loans and technical assistance projects that enhance gender equality operations; monitoring the implementation of corporate gender targets and assisting CCGE staff and regional/sector departments with data analysis on performance; coordinating with Executing Agencies (EAs) and Implementing Agencies (IAs) to ensure effective implementation of ADB project Gender Assessment and Action Plans (GAAPs); participating in loan/grant inception and review missions to monitor progress towards achieving GAAPs; reviewing and providing inputs into relevant project documents; organizing and conducting training for clients and project staff on gender mainstreaming; creating knowledge solutions on gender and development; and supporting advocacy and knowledge-building activities related to gender and development.
Required Qualifications: Candidates for the Gender Officer position must possess a Bachelor's degree in international development, social sciences, gender studies, or a related field, with advanced training preferred. A minimum of 8 years of relevant professional experience in program monitoring, design, implementation, and reporting is required, with a preference for experience in one of ADB's regions. Candidates should have experience in monitoring and evaluation, particularly in analyzing and monitoring programming related to gender equality. Additionally, experience in capacity development and delivering training on gender equality to diverse stakeholders, including government staff, the private sector, and civil society organizations, is essential. Strong oral and written communication skills in English are mandatory, along with demonstrated ability to engage effectively with governments and various stakeholders. Candidates should also possess strong leadership qualities, interpersonal skills, analytical abilities, organizational skills, and negotiation skills. Relevant experience outside ADB within the past five years is required, and written and verbal proficiency in English is essential.

Additional Notes: This appointment is open to both internal and external applicants and is crucial to ADB's Workforce Rebalancing Framework (2022-2027), which aims to enhance in-house expertise. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices as needed. This is a local staff position, open only to nationals and residents of the Philippines. The appointment is fixed-term with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment for an additional 3 years based on various factors, including the need for the staff's skills and experience, funding availability, and performance suitability. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.
