Job Overview: The consultancy aims to establish a roster of consultants who will provide expertise on capacity and digital skills-related activities. The consultants will be expected to carry out research and detailed analysis on topics related to capacity development, programs, initiatives, and digital skills strategies. They will contribute to the development and updating of training materials for both instructor-led and self-paced training courses on digital technology topics. This includes creating syllabus cards, presentations, quizzes, guidelines, manuals, and custom training assets such as videos and interactive PDFs. Additionally, consultants will deliver training courses online or in person, provide strategic input to ITU’s digital skills frameworks, and liaise with stakeholders to support capacity development initiatives at various levels. They will also conduct digital capacity needs analyses and support monitoring and evaluation actions for capacity development projects, generating reports on digital skills needs analysis and learning impact evaluations.
Duties and Responsibilities: The consultants will be responsible for conducting research (both desktop and interviews) and detailed analysis on capacity development and digital skills strategies. They will develop and update training materials for various training courses, deliver training sessions, and provide strategic input to ITU’s digital skills approaches. The role involves liaising with internal and external stakeholders to support capacity development initiatives, contributing to methodological approaches, and conducting digital capacity needs analyses. Consultants will also be tasked with monitoring and evaluating capacity development projects, including impact assessments and generating reports on activities related to digital skills needs and market research.
Required Qualifications: Candidates must possess an advanced university degree in fields such as telecommunication, ICT, digital technology, management, education, law, economics, public affairs, international relations, or related fields. Alternatively, a diploma from a reputed college of advanced education equivalent to an advanced university degree in one of the specified fields is acceptable. Additionally, candidates should have a very good knowledge of the telecom/ICT environment and digital ecosystems, excellent research and analytical skills, and a proven track record of publications in the field of digital skills or digital transformation. Strong communication skills, both oral and written, are essential, along with the ability to establish priorities and efficient work plans.
Educational Background: The educational background required for this position includes an advanced university degree in telecommunication, information and communication technology, digital technology, management, education, law, economics, public affairs, international relations, international development, management, engineering, political or social sciences, or a related field. Alternatively, candidates may have a diploma from a reputed college of advanced education that is equivalent to an advanced university degree in one of the aforementioned fields.
Experience: Candidates should have at least five years of progressively responsible experience in the field of the Special Service Agreement (SSA). This experience should ideally be related to capacity development, digital skills, or ICT-related projects, demonstrating a strong understanding of the relevant sectors and the ability to contribute effectively to the organization's goals.
Languages: Knowledge of English at an advanced level is mandatory. Additionally, knowledge of another official language of the Union, such as Arabic, Chinese, French, Russian, or Spanish, would be considered an advantage, enhancing the candidate's ability to communicate and collaborate in a diverse international environment.
Additional Notes: The consultancy position is home-based and offers various assignments. The contract type is that of a consultant, and the duration of the contract may vary based on specific assignments. The recruitment is open to external candidates. The remuneration for the position is based on the consultant's work experience, with a salary range of 230-360 USD per working day for those with 5 to 6 years of experience, and 280-430 USD per working day for those with more than 7 years of experience.
