Job Overview:
The Roster - Circular Economy Consultant for Latin America will play a crucial role in supporting the implementation of circular economy and e-waste projects within the ITU’s Americas region. This position is designed to provide technical expertise to ITU member states in Latin America, focusing on the development and implementation of e-waste regulatory frameworks and promoting the principles of a circular economy and extended producer responsibility (EPR) in the electronics sector. The consultant will work closely with the Circular Economy Coordinator of the Climate Change and Emergency Telecommunications Division, contributing to ongoing activities and assisting with related projects. The role requires organizing workshops, leading meetings with stakeholders, developing regulatory documents, conducting studies on e-waste management costs, and preparing technical content for online learning. The consultant will also be responsible for monitoring project progress and preparing detailed reports on workshops and missions conducted under the contract.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: organizing and leading workshops with stakeholders to draft, review, and validate policies related to e-waste, EPR, right to repair, and the circular economy; arranging and leading meetings with senior management from relevant authorities to discuss regulatory updates and project progress; developing and finalizing draft regulatory documents for stakeholder review; conducting studies on the costs of e-waste management; leading the preparation of technical content for online learning through the ITU Academy; supporting onboarding meetings for new project focal points; facilitating steering meetings among core project teams; participating in regular online meetings with project teams and government representatives; and preparing mission reports for travel related to contract deliverables.

Required Qualifications:
Candidates must possess a university degree in environmental science, monitoring and assessment, or a related field such as environmental engineering. A diploma from a reputed college of advanced education equivalent to a university degree in the aforementioned fields is also acceptable. A master’s degree would be advantageous. Additionally, a technical background in e-waste, the circular economy, international law" style="border-bottom: 1px dotted #007bff !important;">environmental law, climate change, or environmental social governance (ESG) is preferred. Candidates should have advanced knowledge of e-waste management principles, financing mechanisms, and the roles of various actors in the e-waste value chain.

Educational Background:
The educational background required for this position includes a university degree in environmental science, monitoring and assessment, or a related field such as environmental engineering. A diploma from a recognized advanced education institution equivalent to a university degree is acceptable. A master’s degree in a relevant field would be an advantage, and a technical background in e-waste management, circular economy, or international environmental law is also preferred.

Experience:
Candidates should have at least seven years of progressively responsible experience in the environmental field, specifically in e-waste management or a related area. This experience should include at least three years at the international level. A doctorate in a related field may substitute for three years of working experience. Proven experience in collaborating with stakeholders from local and national governments, as well as international entities, particularly in the areas of environment and telecommunications, is essential.

Languages:
Knowledge of English at an advanced level is mandatory. Proficiency in a second official language of the Union at an intermediate level would be advantageous. Depending on the location of the contract, knowledge of local languages may also be beneficial.

The position is a consultant role with a duration of contract to be determined. The recruitment is open to external candidates. The daily fee for this position ranges from 185 USD to 360 USD, depending on the consultant's work experience.
