Job Overview: The Cybersecurity Data and Policy Officer position is situated within the Cybersecurity Division of the Telecommunication Development Bureau (BDT) at ITU. This role is crucial for strengthening cybersecurity capacity and resilience, particularly in developing countries. The officer will manage the implementation of the Global Cybersecurity Index (GCI), which serves as a benchmarking tool for measuring Member States' cybersecurity commitments. The position involves a balanced portfolio of responsibilities, including cybersecurity assessment, data analysis, stakeholder engagement, and strategic coordination. The officer will collaborate closely with ITU regional offices, consultants, Member States, and external partners to ensure the quality and visibility of ITU's cybersecurity initiatives. The role also includes contributing to the design and delivery of divisional projects and ITU-wide efforts related to cybersecurity policy, capacity-building, and the impact of emerging technologies.
Duties and Responsibilities: The incumbent will be responsible for organizing, planning, and coordinating the implementation of the Global Cybersecurity Index (GCI), including periodic updates, data collection, validation, analysis, and report development. They will oversee the work of consultants supporting data collection and validation, and communicate with ITU Regional Offices to support Member States in GCI-related activities. The officer will conduct studies on technological trends in cybersecurity, review good practices, and provide input on cybersecurity-related statistics to enhance data quality. They will liaise with external partners for content development and organize meetings, preparing reports on outcomes. The officer will draft proposals, presentations, and background papers to support internal coordination and external engagement. They will also support ITU's participation in UN coordination mechanisms related to cybersecurity, identify potential partners, and prepare event agendas. The role requires participation in national, regional, and international meetings, contributing to written outputs, managing project implementations, and assisting in budget planning and expense management.
Required Qualifications: Candidates must possess an advanced university degree in mathematics, international relations, information management, or a related field. Alternatively, education from a reputed college with a diploma equivalent to an advanced degree in one of the specified fields may be accepted. For internal candidates, a first university degree in one of the fields combined with seven years of qualifying experience may suffice for promotion or rotation purposes. Candidates should have at least five years of progressively responsible experience in cybersecurity, focusing on policy and strategy development, with at least two years at the international level. Experience in managing data-driven initiatives or global indices assessing cybersecurity readiness is essential, as is experience working with developing countries in policy support and capacity development.
Educational Background: An advanced university degree in mathematics, international relations, information management, or a related field is required. Alternatively, candidates may have education from a reputed college with a diploma equivalent to an advanced degree in one of the specified fields. Internal candidates may substitute a first university degree combined with seven years of qualifying experience for an advanced degree for promotion or rotation purposes.
Experience: Candidates should have a minimum of five years of progressively responsible experience in cybersecurity, particularly in policy, strategy development, and digital transformation. This experience must include at least two years at the international level. Demonstrated experience in project management, data collection, validation, and analysis is crucial, as is experience working with developing countries, including LDCs and SIDS, in policy support and multistakeholder engagement. A Doctorate in a related field may substitute for two years of working experience.
Languages: Candidates must have advanced knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) and intermediate knowledge of a second official language. Knowledge of a third official language is advantageous. A relaxation of language requirements may be authorized for candidates from developing countries who possess thorough knowledge of one official language.
Additional Notes: The position is a fixed-term contract for two years with the possibility of renewal. It is open to external candidates and offers a total annual salary that includes a net salary and a post adjustment based on the cost of living. The annual salary starts at $70,212, with a post adjustment of $63,19
